Technicians Perform Work, Including Oil And Oil Filter Changes, Both On-Site And In The Field. Field Technicians Will Change The Oil In An Engine And Then Transport The Used Oil And Used Oil Filters Back To The Facility, Where It Is Placed In With The Used Oil Generated On-Site. According To Mr. Tim Morgan, Ring Power May Transport Over 55 Gallons Of Used Oil At One Time.
Since The Facility Transports Only Its Own Used Oil Generated At Its Own Non-Contiguous Operations To Its Own Central Collection Facility For Storage Prior To Having Its Used Oil Picked Up By A Certified Used Oil Transporter, Ring Power Must Only Comply With The Following Used Oil Transportation Requirements: The Facility Must Annually Register Its Used Oil Transportation Activities With The Dep, It Must Display The Used Oil Transporter Registration In A Prominent Place At The Facility, And It Must Maintain Proof Of Financial Responsibility According To Rule 62-710.600(2)(E), Fac. At The Time Of The Inspection, The Facility Was In Compliance With These Requirements.

Ring Power Services Forklifts, Vehicles, And Other Various Heavy Equipment In A Large Garage, Generating Used Oil And Used Oil Filters. Used Oil Is Drained Into Several Small Containers Around The Shop Before Being Pumped Into Its Used Oil Tank. All Of These Used Oil Containers That Were Inspected Were Properly Labeled. The Used Oil Tank Was Properly Labeled And Was Double-Walled (Photo 1). Used Oil Filters Are Stored Inside The Shop In 55-Gallon Drums (Photo 2). All Of These Used Oil Filter Drums Were Properly Labeled. The Facility Operates Four Recycle Kleen Parts Washers That Are Serviced By Safety Kleen Under Its Continued Use Program. Cintas Launders The Facility'S Rags.
In The Rear Of The Facility There Is A Wash Basin For Heavy Equipment (Photo 3). The 100% Recycle System Generates Oily Sludge/Dirt Which Is Disposed Of As A Non-Hazardous Waste Through Safety Kleen. All Painting Is Performed At Ring Power'S St. Augustine Location.

A Review Of The Facility'S Disposal Records Revealed That There Was A Shipment Of D006/D007/D008 Hazardous Waste Distillation Bottoms On 2/19/10 And Again On 9/1/10. Both Of These Disposals Had A Weight Of 200 Pounds. According To Mr. Morgan, He Was Unaware Where This Waste Was Generated. Mr. Morgan Said Safety Kleen Told Him That This Was From "Sludge From Bottom Of Machine At The Outside Tanks." The Department Recommends The Facility Identify Where Hazardous Waste Is Generated In Its Facility To Ensure Compliance With Applicable Regulations. No Subsequent Hazardous Waste Disposals Have Been Made To Date.
Safety Kleen Services The Facility'S Four Parts Washers Approximately Every Two Months Under Its Continued Use Program. Fcc Environmental Recycles The Facility'S Used Oil And Used Oil Filters. All Records Reviewed Were Found To Be In Order.
| Ring Power Was Inspected On November 20, 2012, As An Unannounced Hazardous Waste Compliance Evaluation Inspection. This Ring Power Facility Is A Ring Power Service And Repair Center. The Facility Last Notified The Department That It Was Operating As A Conditionally Exempt Small Quantity Generator (Cesqg) Of Hazardous Waste, A Used Oil Transporter/Transfer Facility, A Used Oil Filter Transporter/Transfer Facility, And A Small Quantity Handler (Sqh) Of Universal Waste In February Of 2012.
Ring Power Services Engines, Generators, And Transmissions For Cat Industrial Equipment And Vehicles. Work Is Done Both In The Field And On-Site. The Facility Has Been In Operation For Approximately Seven Years And Was Last Inspected By The Department'S Hazardous Waste Section In February Of 2006. Used Oil Is Drained Into One Of Several Mobile Used Oil Carts Located Throughout The Shop. All Of The Mobile Used Oil Containers Inspected Were Properly Labeled. Drained Used Oil Is Pumped To A Double-Walled 1500-Gallon Used Oil Tank Located Outside The Service Center. The Tank Was Labeled With The Word "Used Oil." Drained Used Oil Filters Are Accumulated Into Labeled 55-Gallon Drums Located Inside The Service Center. Spent Antifreeze Is Accumulated Into Labeled Mobile Collection Containers Which Are Drained Into A 250-Gallon Double-Walled Tank Located Outside The Service Center.
Four Safety Kleen Parts Washers Are Located Throughout The Service Center. The Parts Washers Are Serviced Every 16 Weeks On Safety Kleen'S Continued Use Program.
Vehicle Batteries Are Exchanged Through East Penn Batteries. Aerosol Cans Are Used Until Completely Empty Prior To Being Punctured And Recycled As Scrap Metal. Spent Oily Absorbent Is Accumulated In Labeled 55-Gallon Drums Located Throughout The Facility.
The Facility Uses Crc Brake Cleaner (Containing 45-55% Acetone, 25-35% Toluene, And 10-20% Methanol With A Flashpoint Of <0 Degrees Fahrenheit). Rags Are Accumulated In Step Cans Located Throughout The Facility. The Containers Were Labeled With The Words "Excluded Solvent-Contaminated Wipes" At The Time Of The Inspection. If They Are Managed Appropriately Onsite, Rags Contaminated With Certain Hazardous Waste Solvents (Including Toluene) May Be Laundered Or Disposed Of At A Lined Solid Waste Landfill. To Be Eligible For This Exclusion, The Rags Must Be Accumulated In Closed Containers Labeled As "Excluded Solvent-Contaminated Wipes." There Should Be No Free Liquids Present In The Rags Or Containers, And The Rags May Be Stored On-Site For No Longer Than 180 Days. Records Of Laundering And Disposal Activities Should Be Kept For Three Years. Ring Power Was Last Inspected By The Department’S Hazardous Waste Program On March 17, 2015. The Facility Is Registered And Operating As A Used Oil Transporter, Used Oil Transfer Facility, Used Oil Filter Transporter And Used Oil Filter Transfer Facility. The Facility Is Also Operating As A Used Oil Generator And Very Small Quantity Generator (Vsqg) Of Hazardous Waste. Pam Fellabaum (Dep) And Donnie Davis (Ring Power) Were Present Throughout The Inspection.
Ring Power Is A Dealer And Service Agent For Trucks, Heavy Equipment, Generators, Parts And Other Equipment. The Facility Has Been In Operation Since 2005 And Has Approximately 40 Employees. Ring Power Owns The Property And The Building Which Is Connected To City Water And Sewer. Hours Of Operation Are Monday – Friday From 7:00 Am – 5:00 Pm And On Call As Needed. The Facility Consists Of Offices, A Service Shop, A Parts Warehouse, A Wash Rack And A Fuel Station.

Used Oil Is Drained Into Portable Drain Containers (Photo 4) And Then Pumped Into A 2,000-Gallon Double-Walled Tank Located Outside (Photo 5). All Of The Used Oil Drain Containers And The Used Oil Tank Were In Good Condition And Properly Labeled.
Used Oil Filters Are Drained Into Portable Drain Containers Before Being Accumulated In 30-Gallon Drums Located In Each Area Of The Shop (Photo 6). Filters Are Transferred From The Drums To A 330-Gallon Steel Container Located In The Wash Rack, As Described Below, Once Full (Photo 7). One 30-Gallon Drum Of Filters Was Labeled As “Used Filters.” The Facility Re-Labeled The Drum Correctly As “Used Oil Filters” During The Inspection (Photo 8). Another 30-Gallon Drum Was Stored Inside A Cabinet Labeled As “Used Oil Filters,” But The Drum Was Not Labeled Itself. The Facility Labeled The Drum As “Used Oil Filters” During The Inspection. All 30-Gallon Drums Were In Good Condition. The 330-Gallon Container Located In The Wash Rack Was In Good Condition And Properly Labeled.
