Routine; CESQG (<100 kg/month) - Routine; VSQG (<100 kg/month) On August 12, 2016, Daniel Hall Of The Florida Department Of Environmental Protection (Fdep) Conducted A Hazardous Waste And Used Oil Inspection At Cummins Power South - Ocala Located At 321 S.W. 52nd Avenue, Ocala, Florida, 34474. Fdep Staff Were Accompanied By Todd Whetsell, Operations Manager For Cummins Power South - Ocala.
The Facility Connected To City Of Ocala For Both Potable And Wastewater Services. The Facility Has Been At This Location Since 1996 And Employs Sixteen Staff.
Epa Id Number Lr000133629 Was Issued To Richard Boisevert, Customer Service Manager, Cummins Power On December 19, 2006 As A Small Quantity Generator Of Hazardous Waste. On August 13, 2010 Cummins Power South, Llc Office In Atlanta Georgia Requested The Epa Id Number Be Deactivated But On August 26, 2010 The Department Responded That An Epa Id Number May Only Be "Deactivated" If The Facility Was No Longer At The Indicated Address.

This Is The First Inspection Of Cummins Power South - Ocala Facility By The Fdep For Hazardous Waste Compliance.
| Cummins Power Is A Repair Shop Specializing In Cummins Diesel Engines But For Road Vehicles And Stationary Power Generators.
The Facility Has Seven Repair Bays With Entrances To The North And South Of The Building Along With A Vehicle Wash Area To The East. The Vehicle Wash Is Under The Roof With A Floor Drain And A Recycle System.
In The Garage Were Two Parts Washers, Both Maintained By Heritage Crystal Clean. Parts Washer #1 Is Petroleum Based And #2 Is Aqueous Based.
The Facility Had A Total Of Twelve Flotool Used Oil Caddies And One Upright Type Used Oil Caddy. None Of The Used Oil Caddies Were Labeled With The Words "Used Oil." [40 Cfr 279.22(C)(1)]
At The Far East Side Of The Building, Past The Vehicle Wash Is The Equipment And Storage Area. Inside These Spaces Were A 500-Gallon Used Oil Tank In Secondary Containment Labeled With The Words "Used Oil". There Was Also A Drum Of Used Oil Filters Labeled As "Used Oil Filters" And A Can Puncturing Rig. The Puncturing Rig Was Placed Atop A 55-Gallon Metal Drum And Was Equipped With A Carbon Filter. It Was Pointed Out During The Inspection That The Filter Has A Service Life, After Which It Needs Replacing.
In The Southwest Corner Of The Building Is The Parts Department. Just Inside The Bay Door Were Old Lead-Acid Batteries Stored In Secondary Containment. On The Rack On The Opposite Wall Were One Box Of 8-Foot And One Box Of 4-Foot Waste Florescent Lamps Both Properly Labeled And Dated. Two More Boxes Of 8-Foot Florescent Lamps Were Also Identified In The Same Area That Had Not Been Labeled Or Dated. [62-737(5)(B), F.A.C.] These Were Labeled And Dated In The Presence Of The Inspector.

Records For 2016 Were Reviewed And Found To Be Complete. Regular Records From Heritage Crystal Clean'S Maintenance Of The Parts Washers Were Available For The Year. Along With Shipping Papers For Two 55-Gallons Of Gasoline Shipped Out As "Rcra Exempt Fuel".
Universal Waste Bulbs Are Shipped Through Fedex Via Granger To Veolia For Recovery.
Receipts For Used Oil And Antifreeze, Along With Halogen Test Results For The Oil, Were Onsite; Pickups Are Roughly Once Per Month.
The Parts Shop Maintains Records Of Old Cores Exchanged For New Ones. | Cummins Power South - Ocala Was Inspected For Compliance With Hazardous And Universal Waste Regulations And Found To Be Out Of Compliance With Universal Waste And Used Oil Regulations. Universal Waste Violations Were Corrected In The Presence Of The Inspector During The Inspection.

Routine; Used Oil Transporter On September 14, 2021, Miranda Rothenberger, Florida Department Of Environmental Protection (Fdep Or Department), Inspected Cummins Inc (Cummins Or Facility), Located At 321 Sw 52nd Ave, Ocala, Florida, For Compliance With State And Federal Hazardous Waste And Used Oil Regulations. The Facility Was Represented By Mike Foley, General Manager. Cummins Employs 10 Individuals At This Location And Operates Monday – Friday 7:30 Am – 5:00 Pm.
The Facility Most Recently Notified As A Very Small Quantity Generator (Vsqg) Of Hazardous Waste On January 20, 2021 And Maintains Epa Identification Number Flr000133629. Registration As A Used Oil Transporter, Transfer Facility, Filter Transporter, And Filter Transfer Facility Was Issued On June 14, 2021, And Is Valid Through June 30, 2022. A Certificate Of Liability Insurance States A Policy Is Held Through December 1, 2021.
| Cummins Is A Repair Shop Specializing In Cummins Diesel Engines For Road Vehicles And Also Performs Mobile Service For Stationary Power Generators. At Peak Business They Dispatch Four Fleet Trucks Daily And Oil Is Brought Back In 15-Gallon Barrels That Are Immediately Moved To The On-Site Storage Tank.
The Facility Has Eight Bays With Entrances To The North And South Of The Building Along With A Vehicle Wash Area To The East. The Vehicle Wash Is Under Cover With A Floor Drain And A Reclamation System. There Is Also A Warehouse For Storage.
In The Garage Were Two Parts Washers Maintained By Heritage Crystal Clean. One Is Solvent Based And One Is Soap And Water. On The East Side Of The Building Is The “Reclamation Room” Which Houses The Vehicle Wash Reclamation System As Well As A 500-Gallon Used Oil Tank, Properly Marked “Used Oil”. Adjacent To The Reclamation Room Was The “Used Oil Room” Which, At The Time Of The Inspection Had:
- One 150-Gallon Used Antifreeze Tank
- One Spill Kit
- One 55-Gallon Drum Of Used Oil Filters
- One 55-Gallon Drum Labelled “Hazardous Waste” With An Aerosol Can Puncture Unit Attached
In The Warehouse Was One Pallet Of Used Lead Acid Batteries, Properly Marked, On Secondary Containment Units.

The Annual Report By Used Oil And Used Oil Filter Handlers For 2020 Was Received By The Department On February 26, 2021. A Total Of 7,273 Gallons Of Used Oil And 6,250 Used Oil Filters Was Processed By This Facility In 2020.
Used Oil And Used Oil Filter Records From June 18, 2021 Through Present Were Reviewed And Found To Be In Compliance. Historical Records Were Not Available [62-710.510(1), F.A.C]. This Matter Has Been Addressed At A Corporate Level Through The South East District Of The Department.
Disposal Records For The Last Three Years Were Reviewed On Site And Were In Compliance. Used Oil Is Picked Up Approximately Once A Month And The Parts Washers Are Maintained Approximately One A Quarter. The Facility Was Represented By Sam J Failla, General Manager And By Phone Call With Lynn Baker Represented The Facility. The Facility Has Been At This Location Since 1996 And Employs 15 People Operating Hours Are Monday Thru Friday 7:30 Am - 5:00 Pm.
