Routine; CESQG (<100 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility - Routine; VSQG (<100 kg/month) On August 14, 2014, A Representative Of The Florida Department Of Environmental Protection (Dep) Conducted A Routine Hazardous Waste And Used Oil Compliance Evaluation Inspection At Ring Power Corporation In Pompano Beach (Rpc). Rpc Is A Registered Used Oil (Uo) Transporter, Uo Filter Transporter, A Uo Transfer Facility And Uo Filter Transfer Facility. Rpc Also Notified As A Small Quantity Generator. This Was The First Inspection Of Rpc By The Dep Southeast District, Compliance Assurance Program, Hazardous Waste Section.
During The Inspection, Rpc Was Represented By Mr. Stan Deckert, Crane Service Manager And The Dep Was Represented By Mr. Roger Carman, Environmental Specialist.
Rpc Is Connected To Public Water And Sewer Services.
Rpc Provides Service For Cranes, Lift Trucks, Air Compressors And Paving Equipment. | The Inspector Toured The Facility With Mr. Deckert And Observed The Following Waste Management Units And Procedures:

Rpc Has Eight Field Vehicles. Trucks Transport Less Than 55 Gallons Of Uo. | Based On The Inspection, It Appeared That Rpc Was In Compliance With The Hazardous Waste And Used Oil Rules And Statutes. Rpc Appeared To Be Operating As A Conditionally Exempt Small Quantity Generator (Cesqg).
An Exit Interview Was Conducted With Mr. Deckert And The Inspector Reviewed The Comments On The Notice Of Potential Non-Compliance Stating That No Violations Were Identified During The Inspection.
No Further Action Is Required.
The Dep Recommends That Rpc Review Its Monthly Hazardous Waste Generation Rate And Re-Notify Dep As Appropriate.

The Inspection Was Conducted By Romina Lancellotti, Environmental Specialist Ii And Juliana Reis, Environmental Specialist I With The Florida Department Of Environmental Protection (Fdep). Ring Power Corp Was Represented By Stan Deckert, Service Manager And Mark Pritchard, Branch Shop Foreman.
This Facility Has Been Operating For 20 Years, Is Approximately 20,000 Square Feet, Employs 45 People And Is Connected To City Water And Sewer.

>08/14/14- The Facility Was Inspected By The Department As Very Small Quantity Generator (Vsqg), Uot And Uo Tranfer Facility, And It Was In Compliance At Time Of Inspection.
Personal Protective Equipment (Ppe) Was Required To Enter The Facility. Dep Personnel Was Equipped With Steel Toe Boots And Safety Glasses. | Ring Power Corporation Is A Dealer And Service Agent For Forklifts, Utility Trucks, Heavy Equipment, Generators, Compressors, Parts And Other Equipment. Ring Power Also Has Parts For Sale, Repairs Or To Provide Services. The Facility Consists Of Offices Located At Front, A Shipping And Receiving Warehouse, A Shop & Service Division, Air Compressor Division, Tank Farm Area, Fuel Station And The Parking Lot.
As Result Of The Offsite Operations Performed, Ring Power Generates Used Oil, Used Oil Filters And Used Antifreeze. These Are Transported Back To The Facility And Accumulated With The Waste Streams Generated Onsite, Which Include Used Oil, Used Oil Filters, Oily Rags, Used Antifreeze, Oily Absorbents, Empty Cans, Spent Mercury Lamps And Spent Lead Acid Batteries. The Company Transports Only Its Own Used Oil Generated At Its Own Non-Contiguous Operations To Its Central Collection Facility For Storage Prior To Having It Picked Up By A Registered Used Oil Transporter. Used Oil Is Collected In 5-Gallon Containers Maintained In The Trucks. Used Oil Transported Is Less Than 55-Gallon At A Time. Ring Power Corp In Pompano Beach Has 3 Service Trucks Equipped With Fire Extinguishers And Spill Kits Containing Absorbent Mats, Which Are Used To Clean-Up Drips, Leaks Or Spills Of Used Oil.
The Inspectors Walked Through The Facility And Inspected All Potential Points Of Generation For Hazardous Waste. These Included The Shipping And Receiving Warehouse, The Shop & Service Division, The Air Compressor Division, The Tank Farm, The Fuel Station, And The Wash Rack.
Shipping And Receiving Warehouse
There Is A Shipping And Receiving Warehouse Located Adjacent To The Offices. This Warehouse Is Mainly Used For Storage Of Parts And Products. The Only Potential Hazardous Waste Generated/Accumulated In This Area Are Spent Mercury Lamps And Spent Lead Acid Batteries, Both Universal Waste According To 40 Crf 273 And 62-737 F.A.C. No Spent Mercury Lamps Were Observed During Time Of Inspection. However, The Facility Holds Labeled Boxes For Potential Spent Mercury Lamps.
