Routine; Transporter - Routine; Used Oil Transporter - Routine; Hazardous Waste Transfer Facility - Routine; Used Oil Transfer Facility Heritage Crystal Clean Llc (Hcc) Was Inspected On June 2, 2011, To Determine The Facility'S Compliance With State And Federal Hazardous Waste Regulations. Mr. Hurin Assisted The Inspector Throughout The Inspection. This Was The Department'S First Inspection Of The Hcc Facility At The Currie Davis Drive Location. Hcc Was Previously Located At 8503a Sunstate St., Tampa (Flr000092171). | Hcc Primarily Manages Drum Waste And Supplies And Services Solvent Parts Washers For Customers In The Region. The Facility Is Registered With The Department As A Hazardous Waste And Used Oil Transporter And Transfer Facility. The Facility Consists Of An Office, Warehouse, Two Trailers, A Used Oil Pump Truck And Several Route Box Trucks. Outbound Wastes Are Stored In One Trailer While Inbound Products Are Stored In The Second Trailer. Wastes And Products Are Not Currently Stored In The Warehouse. The Outbound Shipments Of Drum Waste To Their Atlanta Facility Occurs Approximately Two Times A Week. The Bulk Used Oil Shipments Are Transported To Transflo Tampa Terminal As Needed.
"Danger - Do Not Enter" And "No Smoking" Signs Were Observed At The Facility. An Emergency Contact List Is Posted At The Front Door. Security Cameras Are Also Present. A Review Of The Facility'S Training, Current Inbound And Outbound Manifests/Receipts, Inspections And The Contingency Plan Were Conducted During The Inspection. This Facility Does Not Maintain All Inbound And Outbound Records At Its Tampa Facility, They Are Maintained At The Corporate Offices In Elgin, Illinois. Only The Current, Onsite Transfer Waste Manifests/Receipts Were Available For Review.
Hcc'S Current Used Oil Screening Procedure Is To Sample Or Use A Clor-D-Tect At The First Pick Up Only. Hcc Does Analyze Spent Parts Washer Solvent For Customers That Reveal They Are Small Quantity Generators, However The Waste Is Only Analyzed For Flash And Chlorine. The Facility Does Not Verifying The Generator Status Of Customers, They Are Relying On Generator Knowledge Only.
At The Time Of The Inspection, The Facility Did Not Have Any Hazardous Waste On Site, Only Non-Hazardous Waste, Used Oil And Products. | At The Time Of The Inspection, Heritage-Crystal Clean Was Not Operating In Compliance With State And Federal Regulations Governing Hazardous Waste Transfer Facilities. Immediately Following The Inspection, The Facility Returned To Compliance. | Please Approve Revised Report.

The Facility Is Notified/Registered As A Non-Handler Of Hazardous Waste, A Uw Lamp And Device Transfer Facility, A Hw Transporter, A Hw Transfer Facility, A Used Oil Transporter, A Used Oil Transfer Facility, A Used Oil Filter Transporter, And A Used Oil Filter Transfer Facility. The Most Recent Notification Was Received In May 2015. Crystal Clean At This Location Was Inspected By The Department'S Hazardous Waste Section On 06-02-11, And It Was Also Inspected Several Times At Its Previous Location Under Epa Id #Flr000092171. The Inspector Was Accompanied Throughout The Inspection By Mr. Adam Mefferd, Branch Manager. | Crystal Clean Primarily Manages Drummed Waste And Also Supplies And Services Parts Washers For Customers In The Region. The Facility Consists Of An Office, Warehouse, Three Trailers, And Five Box Trucks, One Of Which Is A Spare. There Are Five Drivers. All Hazardous Waste Is Transported By Crystal Clean'S Location In Elgin, Il, Under Epa Id #Ilr000130062. Vehicles Are Maintained By Rush Truck In Tampa, And The Trailers, Which Are Leased, Are Maintained By The Vendor In Atlanta If Necessary. Limited Maintenance On Customers' Equipment May Be Done Here, But It Is Returned To The Manufacturer For Refurbishing If Major Repairs Are Needed.
Outbound Wastes Are Stored In The Trailers. Inbound Waste Is Transferred Directly From The Route/Box Truck To One Of The Trailers. Waste Containers Are Moved From Vehicle To Vehicle Only And Are Never Stored Inside The Building. The Outbound Shipments Alternate Between Two Shipments One Week Followed By Three Shipments The Following Week, For A Total Of Five Shipments Every Two Weeks. Used Oil Is Now Managed At The Plant City Location, Which Is Also A Permitted Used Oil Processing Facility. There Were No Universal Waste Lamps Observed At The Facility.
"Danger - Do Not Enter" And "No Smoking" Signs Are Placed In Appropriate Locations Around The Facility. Security Cameras Are Present. In The Facility, An Emergency Contact List Is Posted, As Were The Used Oil And Hazardous Waste Transporter Registrations. The Required Closure Plan And Operating Procedures Were Previously Submitted To The Department On 08-23-10. A Review Of The Facility'S Training, Financial Responsibility, Current Inbound And Outbound Manifests/Receipts, Inspections And The Contingency Plan Were Conducted During The Inspection And Found To Be Satisfactory. Training Includes Rcra Management, Hazwoper, And Hazcomm Annually, Plus Dot Safety Training Every Three Years. The Designated Emergency Coordinator Is Mr. Mefferd, And Mr. Toby Collard Is The Alternate.
Inbound Containers Are Tracked Using A Computerized Barcoding System, Which Can Also Generate A Daily Inventory Log. For Outbound Containers, The Same System Generates A Bill Of Lading Which Accompanies The Rest Of The Disposal Documents To The Final Destination. This Facility Maintains Digital Inbound/Outbound Logs For Waste That Has Already Left The Facility, And Maintains Paper Copies Of Manifests And Logs While The Waste Is Still On Site. Records Are Officially Maintained At Crystal Clean'S Corporate Offices In Elgin. Mr. Mefferd Stated That Generators Claiming To Be Conditionally Exempt Are Verified Using The Department'S Handler Search Web Page Before The Waste Is Accepted.
At The Time Of The Inspection, The Facility Had Two Trailers Of Outbound Waste. One Of The Trailers Was Randomly Selected For Inspection. The Trailer Was Schedule To Leave The Site Later In The Day. The Wastes Inside This Trailer Were Easily Cross-Referenced To Inbound Logs And Associated Disposal Paperwork. The Oldest Container In The Shipment Was Dated 02-23-16. The Cab Of One Of The Company'S Route Vehicles Was Randomly Inspected And Contained The Required Documents, Including Copies Of Registrations |

• “Danger – Do Not Enter” And “No Smoking” Signs Were Observed At The Facility In The Appropriate Locations. A Security Chain Was Also Present At The Top Of The Stairs In Front Of The Facility. Security Cameras Were Located Through The Building.
• An Emergency Contact List Was Visible And Reviewed.
• The Department Reviewed Several Months Of Inbound And Outbound Manifests/Receipts, Inspection Logs (Digital) And The Contingency Plan During The Inspection. Approximately Seven Years Of Manifests/Receipts Are Kept Electronically.
• All Inbound And Outbound Waste Is Tracked Using A Barcoding System. A Bill Of Lading With A Barcode Is Attached To Each Container.
• The Department Inspected The Waste Containers In Both The Inbound And Outbound Semi-Truck Trailers. All Containers Were Labeled Properly. All Transport Vehicles Had Spill Kits.
• The Facility Would Hire Nrc Environmental Services Or Hull’S Environmental For All Spill Response. Spill Response Kits Were Also Located Throughout The Facility.
• The Warehouse Held New Product And Parts Washers For Their Clients. Most Of The Parts Washers Now Use A Proprietary Surfactant Blend That Is Not A Hazardous Material. The Department Received Safety Data Sheets For Several Degreasers By Email From Heritage-Crystal Clean.
• The Fire Marshall Inspects The Facility Several Times Each Year.
• The Facility Was Not Currently Storing Any Spent Fluorescent Lamps. The Only Hazardous Waste Generated In The Warehouse During Normal Operations Is Contaminated Sampling Media (Jars And Glass Rods).
• All Used Oil Is Managed At The Plant City Location.
• The Department Later Reviewed The Training Records For All Employees At The Facility. An Excel Spreadsheet Was Generated By Their Training Program And Emailed To The Inspector. The Training Included The Following: Fit Testing, Emergency Response, Hazard Communication, And Ppe With Respiratory.

Hcc Has Been Inspected By The Department Several Times Before, Most Recently On March 7, 2019. The Facility Last Notified As A Transporter Of Hazardous Waste And Used Oil On February 28, 2022. Inspectors Were Assisted By Adam Mefferd, Branch Manager, During The Inspection. | At The Time Of The Inspection, Heritage-Crystal Clean Llc Was Determined To Be Operating In Compliance With State And Federal Regulations For Transporters Of Hazardous Waste And Used Oil. | Heritage-Crystal Clean Primarily Manages Drummed Waste And Services Parts Washers For Customers In The Tampa Bay Area. Hcc Is Notified/Registered As A Non-Handler Of Hazardous Waste, A Universal Waste Lamp And Device Transfer Facility, A Hazardous Waste Transporter, A Hazardous Waste Transfer Facility, A Used Oil Transporter, A Used Oil Transfer Facility, A Used Oil Filter Transporter, And A Used Oil Filter Transfer Facility. The Facility Consists Of An Office (Recently Renovated), Warehouse, Semi-Truck Trailers (Four Trailers Total, One Is Used As A Spare), And Box Trucks Used For Pickups. The Facility Has 11 Employees Including Drivers And Office Staff, And Is On City Of Tampa Water And Sewer.

All Hazardous Waste Is Transported Under One Epa Id Number Federally From Their Facility Located In Elgin, Il; Epa Id #Ilr000130062. Hazardous And Non-Hazardous Waste Is Transported To Either Heritage Environmental Services Llc (Epa Id#Ind093219012) Or Giant Resource Recovery (Epa Id#Scd036275626) Twice A Week On Tuesdays And Thursdays For Roughly 40,000-Lbs Of Hazardous Waste Each Shipment (80,000-Lbs Weekly).
At The Time Of The Inspection, The Facility Had Two Trailers Of Outbound Waste Preparing For Shipment. One Trailer Was Prepped And Ready To Be Shipped Out The Same Evening Of The Inspection, The Other Was Currently Being Loaded For Shipment The Following Week. All Observed Containers Appeared To Be Properly Labeled And In Good Condition; Waste Loaded On The Trucks Included Both Hazardous And Non-Hazardous Waste Depending On Destination Facility. Facility Provided Lists Of Waste Currently Loaded On Both Trucks From Their Inventory Log For Inspector Review.
Trucks And Drivers Maintain The Required Records While Transporting Including Copies Of Registrations, Proof Of Insurance, And Spill Response Plans. Emergency And Safety Equipment Were Also Available. Maintenance On Trucks Is Performed By An Outside Vendor.
Inside The Warehouse, The Facility Primarily Stores Materials To Be Sold To Customers. There Are New And Used Parts Washers Of Various Types And Sizes. There Are Also Paint Gun Washers, New Antifreeze Containers, Containerized Soaps, Empty Overpack Containers, Spill Response Equipment, And Numerous Empty Containers. There Are Also Three Totes Of Concentrated Soaps Plus Another Tote Containing Water For Dilution. The Soaps Are Sold To Customers In Drums That Are Filled On Site By Hcc.
