Routine; CESQG (<100 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Marketer - Routine; VSQG (<100 kg/month) The Florida Department Of Environmental Protection (Department) Conducted A Hazardous Waste Compliance Inspection At Jam Environmental On November 28, 2012. This Facility Currently Operates As A Transporter For Used Oil And Used Oil Filters, Used Oil Marketer, And A Conditionally Exempt Small Quantity Generator (Cesqg) Of Hazardous Waste.
The Facility Has Been In Business At This Location Approximately 1.5 Years, Is Serviced By City Water With A Septic Tank, And Is Approximately 6,000 Square Feet In Size. The Facility Currently Has Fourteen Employees Who Work Out Of This Location. The Facility Has Never Been Inspected By The Department And Notified As A Cesqg In 2012.
| An Exit Interview Was Conducted At The Conclusion Of The Inspection Which Addressed The Potential Violations Listed Above. The Facility Was Not In Compliance At The Time Of The Inspection. The Facility Was Given Seven Days To Return To Compliance. | Jam Environmental Consists Of One Building With An Office Area In The Front And Maintenance Shop In The Back. As A Result Of Processes Conducted At The Facility Waste Streams Include Used Oil, Used Oil Filters, Used Oily Rags, Used Antifreeze, And Universal Waste Mercury Lamps.
Advantage 98 Cleaning Solvent And Various Other Product Paints And Solvents Were Observed In A Storage Room Located In The Maintenance Shop. The Facility Representative Indicated That All Painting Is Performed Off Site; However, The Facility Provides The Painting Supplies. Glass Containers Of Used Oil Grab Samples Were Also Observed On A Shelf In The Maintenance Shop. It Was Indicated That The Used Oil Samples Are Collected From The Transport Trucks And Disposed In The Used Oil Tank Approximately Every Four Months. One Unlabeled And Open 5-Gallon Bucket Of Used Oil, One Labeled And Open 500-Gallon Used Oil Tank, Two Labeled And Closed 55-Gallon Containers Of Antifreeze, One Labeled Approximately 75-Gallon Container Of Used Oil With Funnel, One Labeled And Open 55-Gallon Container Of Used Oily Rags, One Labeled And Open 55-Gallon Container Of Used Oil Filters, Several Unlabeled And Empty Used Oil Transfer Containers, Six Unboxed Or Labeled Spent Mercury Lamps, And One 500-Gallon Diesel Product Tank Was Observed In The Maintenance Shop. A Spill Kit And Metal Berms Installed At The Bay Doors To Prevent A Release To The Environment Was Also Observed In The Maintenance Shop. The Facility Representative Indicated That Industrial Waste Profiles Are Obtained From Clients Or Waste Is Transported Based On Generator Knowledge. Waste Water Generally Gets Transported To World Petroleum For Disposal, Used Oil Sold To World Petroleum, Fcc Environmental, Cliff Berry, Inc. (Cbi) Or Triumvirate Environmental, And Some Solids From The Vacuum Trucks Get Disposed Through Waste Management. It Was Also Indicated That Each Truck Is Equipped With A Dexil Clor-D-Tect 1000-Halogen Test Kit To Test Used Oil For Chlorine.
Records Review:
The Following Documents Were Reviewed During The Inspection: Certificate Of Liability Insurance, Disposal Manifests, Contingency Plan, And Training Records. A Review Of 2010, 2011 And 2012 Disposal Documents Indicated That Halogen Testing Was Not Performed During Twelve Shipments Of Used Oil. It Was Indicated That A Halogen Test Is Not Performed On Some Used Oil Due To Generator Knowledge. For Example, The Facility Transports Spent Turbine Lube Oil As Used Oil For Florida Power And Light (Fpl) Without A Halogen Test Due To Fpl'S Knowledge Of The Oil. In Addition, Generator And Designated Facility Epa Id Numbers Were Not Included On Ten 2012 Manifests. At The Time Of The Inspection, The Facility Provided The Department A Printed Report For Waste Oil, Used Oil Filters, Industrial Waste Water, And Petroleum Contact Water Transported From January 2010 To November 2012.

The Facility Currently Has Twenty Employees And Twenty-Eight Trucks Working Out Of This Location. The Facility Was Inspected By The Department In November Of 2012 And Was Found To Have Minor Violations And Was Allowed To Return To Compliance Without Enforcement. Jam Notified The Department Of Its’ Hazardous Waste Activities In July 2011. This Facility Currently Operates As A Transporter For Used Oil And Used Oil Filters, Used Oil Marketer, And A Conditionally Exempt Small Quantity Generator (Cesqg) Of Hazardous Waste.
Jam Environmental Consists Of One Building With An Office Area In The Front And Maintenance Shop In The Back. They Have Also Acquired The Building To The North Of The Main Facility But Are Using It Strictly For Storage At This Time. As A Result Of Processes Conducted At The Facility Waste Streams Include Used Oil, Used Oil Filters, Used Oily Rags, Used Antifreeze, And Universal Waste Mercury Lamp.
| Inside The Maintenance Shop Was An Approximately A 500-Gallon Used Oil Tank That Was Properly Labeled, And A Large Yellow Plastic Tote For Antifreeze, Which Was Also Labeled. There Were Two Drums Of Used Oil, One In The Main Shop And One In The Building Next Door, That Were Labeled During The Inspection. Oily Rags Are Disposed Of With The Facility'S Solid Waste Stream. In The Storage Area, Above The Maintenance Shop, Was A Box Of Bulbs, Both Four And Eight Footers, With The Longer Bulbs Sticking Out Of The Box Making It Impossible To Close. Also, The Box Was Labeled But Undated.

One Of The Facility’S Service Is Emergency Response; Therefore, They Have A Vast Array Of Clean Up Equipment On Site. For Example, The Facility Transports Spent Turbine Lube Oil As Used Oil For Florida Power And Light (Fpl) Without A Halogen Test Due To Fpl'S Knowledge Of The Oil. Most Of The Waste Water Gets Transported To Cliff Berry, Inc. For Disposal But Some Is Still Sent To World Petroleum And Triumvirate Environmental Depending On The Situation. Used Oil Is Sold To World Petroleum, Cliff Berry, Inc., Or Triumvirate Environmental And Some Solids From The Vacuum Trucks Get Disposed Of Through Waste Management. Used Oil Filters Are Stored In A Trailer On Site Until Being Picked Up By Emc.

The Following Documents Were Reviewed During The Inspection: Certificate Of Liability Insurance, Disposal Manifests, Contingency Plan, And Training Records. The Last Regular Training Provided At The Facility Was In January Of This Year But Safety Meetings Are Held On A Monthly Basis. All Documents Appeared To Be In Order.
Ppe Used On Site Was Level D; Long Sleeves, Safety Glasses, And Safety Shoes. There Were Multiple Fire Extinguishers Throughout The Facility Which Were All Fully Charged. There Was A Single Portable Eyewash On Site.

Routine; CESQG (<100 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Generator - Routine; Used Oil Marketer - Routine; VSQG (<100 kg/month) On August 30, 2024 (08/30/2024), Shelby Luong, Environmental Specialist Ii With The Florida Department Of Environmental Protection (Fdep) Conducted A Routine Compliance Evaluation Inspection (Cei) At Jam Environmental & Vacuum Services Llc (Hereinafter Referred To As “Jam” Or “Facility”), Located At 250 Sw 21st Ter, Fort Lauderdale, Fl 33312. The Inspector Was Accompanied By Kaitlyn Taylor And Bailey Daniels From The Fdep. Jam Was Inspected To Determine The Facility’S Compliance With The State And Federal Used Oil Regulations Described In Title 40, Code Of Federal Regulations (Cfr) Parts 279, Adopted And Incorporated By Reference In Rule 62-710, Florida Administrative Code (F.A.C.).
The Inspectors Were Escorted Around The Facility By Sean Hagerott, Vice President Of Operations, And Henny Zuloaga, Office Manager. Upon Arrival At The Facility, The Inspectors Presented Their Credentials And Explained The Purpose Of The Inspection.
Jam Occupies 10,000 Square Feet And Is Connected To A Septic Tank System. Jam Has Been Operating At Its Current Location Since 2011 And Employs 12 Staff. The Facility Operates An Office Space From Monday Through Friday From 7am To 3pm And Truck Operations Run 24/7.

Jam Initially Notified With The Department As Very Small Quantity Generator (Vsqg), Petroleum Contact Water Manager, Used Oil Transporter (Uot), Used Oil Marketer, And Used Oil Filter Transporter On 07/14/2011. The Facility Was Assigned The Epa Identification (Epaid) Number Flr000176842. The Facility Most Recently Notified With The Department As A Vsqg, Petroleum Contact Water Manager, Uot, Used Oil Marketer, And Used Oil Filter Transporter On 07/15/2024.
Inspection History:
The Facility Was Most Recently Inspected As A Uot, A Very Small Quantity Generator (Vsqg) Of Hazardous Waste, And Used Oil Marketer On 08/16/2016 And Was Found To Be Out Of Compliance. The Facility Returned To Compliance On 08/17/2016.
Personal Protective Equipment (Ppe) Was Not Required To Enter The Facility. The Inspectors Were Equipped With Steel-Toed Boots.
| Jam Is A Facility That Transports Used Oil And Used Oil Filters From Other Facilities. The Facility Consists Of An Office Space, A Storage Bay Area, And A Truck Lot Space, Where The Facility Parks Its Trucks And Pumping Vehicle. The Facility Utilizes The Pumping Truck To Pick Up Used Oil From Other Facilities. Jam Does Not Generate, Manage Or Transport Any Hazardous Waste.
Office Space:
The Office Space Is Where The Facility Conducts Administrative Tasks. No Hazardous Waste Or Used Oil Was Observed In This Area. Inspectors Were Able To Observe The Used Oil Registration Form And Identification Number Displayed Prominently Within The Facility (Rule 62-710.500(4) F.A.C.).
Storage Bay Area:
The Storage Bay Area Is Where Equipment And Wastes Are Stored. Used Oil Is Generated From Maintenance On The Fleet Vehicles, Which Is Then Disposed Of With The Used Oil Picked Up From Other Facilities. At The Time Of Inspection, Inspectors Observed The Following:
• One 110-Gallon Used Oil Tank Without Labeling [40 Cfr 279.45(G)(1) And Rule 62-710.401(6) F.A.C.].
• One 55-Gallon Used Oil Filter Container Without Labeling [Rule 62-710.850(5)(A)].
• Three 5-Gallon Buckets Used To Hold Used Oil Without Labeling [40 Cfr 279.45(G)(1) And Rule 62-710.401(6) F.A.C.]
• Six Spent Lead-Acid Batteries.
Compliance Assistance Was Provided To Properly Label The Used Oil Container, The Used Oil Filter Container, And The Three Buckets. Spent Lead-Acid Batteries Are Sent For Recycling And Recycling Receipts Were Provided.
Parking Lot:
In This Area Of The Facility, The Facility Parks The Pumping Truck, Which Is Used To Pump Used Oil From Other Facilities And Pumps Out The Used Oil Into A Tanker Truck With Two 2400-Gallon Tanks. The Representative Informed Inspectors That The Used Oil Is Stored On-Site In The Tanker Truck For Approximately Two Weeks, Then The Truck Is Used To Transport The Used Oil To Triumvirate F |
