This Facility Is Located Adjacent To Sterling Fibers. Mtl Notified The Department In July 2012 As A Conditionally Exempt Small Quantity Generator Of Hazardous Waste. This Facility Has Never Been Inspected By The Department'S Hazardous Wwaste Section. This Facility Was Built Brand New And Has Been Open Approximately Two Years. This Location Replaces The Old Facility Located On Fowler Avenue In Escambia County. The Mtl Office Is Open Monday Through Friday And Mtl Trucks Haul Products 24 Hours A Day, 7 Days A Week. | Mtl Has A Fleet Of Commercial Tanker Trucks That Transport Products Such As Jet Fuel For Military Installations And Resin Products For Local Manufacturers (Taminco/Air Products). Mtl Has A Fleet Of 45 Trucks. Fueling Station Mtl Has A Truck Re-Fueling Station That Is Registered With The Departments Storage Tanks Programs (Id # 9812547). Wash Rack Mtl Has A Totally Enclosed Wash Rack System For Washing The Interior And Exteriors Of Their Tanker Trucks. Wash Water Is Collected In Either A Restricted 5,000 Gallon Tank Or A General 5,000 Gallon Wastewater Collection Tank. The Restricted Tank Generally Collects The Interior Wash Water. General Tank Collects The Exterior Wash Water. The Restricted Wastewater Is Sent To Mobile, Al Waste Watertreatment Plant And The General Tank Is Sent To Pace Water (Pace, Fl) For Treatment. Wastewater Is Periodically Sampled To Ensure It Meets Water Quality Standards For The Designated Treatment Plant. Wastewater Is Analyzed For Ph, Metals, Nitrate, Nitrite, Bio & Chemical Oxygen Demand. Mtl Has A Leak Detection System For Testing The Pipes/Couplings And Other Equipment Located On The Tankers. This System Utilizes Two Scrubbers For Capturing/Treating Any Residuals Remaining In The Lines During Testing. Mr. Johnson Was Unaware Of The Life Span Of The Scrubber Unit Or What Waste Would Be Generated From This Process. Mechanic Shop All Major Mechanical Repair Is Conducted On Site For Mtl'S Fleet Of Trucks And Other Fleet Vehicles. No Paint And Body Work Is Performed On Site. Used Oil Is Stored In A 250-Gallon Tank That Is Not Double Walled And Not Located Within Secondary Containment. At The Time Of Inspection, The Used Oil Tank Was Open. Used Antifreeze And Transmission Fluid Is Placed Into The Used Oil Tank For Disposal. Used Oil Filters Are Collected In A Unlabeled Container. Portable Drain Pains Are Used To Collect Used Oil On A Daily Basis. Mtl Has Two Parts Washers That Are Routinely Serviced By Safety Kleen. Mtl Uses Non-Chlorinated Brake Cleaner. Rags Are Collected And Sent To Cintas For Laundering. Floor Mop Water Is Taken To The Wash Rack System For Disposal. Used Oil, Used Oil Filters Are Transported By Safety Kleen. | Mtl Needs To Ensure That Corrective Actions Are For The Above Noted " Areas Of Concern". A Follow-Up Inspection Will Be Conducted Within Four Months To Ensure Compliance With State And Federal Hazardous Waste And Used Oil Regulations. Mtl Was Unclear When The Truck Leak Detection System Scrubbers Would Need To Be Changed Or What The Disposal Method Would Be. It Is The Facilities Responsibility To Ensure Hazardous Waste Determinations Are Conducted On All Waste Streams Generated. If A Hazardous Waste Stream Is Identified Then Proper Disposal And Disposal Documentation Is Required. Mtl Needs To Ensure That At Least A Copy Of Used Oil Disposal Records Are Maintained On Site At This Location. | Submit For Approval | Submit For Approval

12/20/2018 Site Inspection Routine; Hazardous Waste Transporter Mckenzie Tank Lines, Inc. (Mtl) Is Located In Santa Rosa County, Florida, And Is A Registered Transporter And Very Small Quantity Generator (Vsqg) Of Hazardous Waste. Mtl Was Last Inspected By This Program In September 2012, With One Violation Cited For Used Oil Secondary Containment That Was Corrected Via Compliance Assistance. This Facility’S Transporter Registration Will Expire On November 30, 2019. There Are Currently 29 Drivers Employed With Mtl And 9 Full-Time Office Staff Members. | A Routine Unannounced Inspection Of Mtl Was Conducted To Document The Facility’S Compliance With State And Federal Hazardous Waste Transporter And Used Oil Regulations. Mtl’S Current Terminal Manager Is Mr. Scott Terrio, Who Facilitated This Inspection. Nicole Hetzel And Catherine Hajcak, Of The Florida Department Of Environmental Protection (“Department”) Were Also Present. --------------------------- Mtl Is A Tanker Transport Facility Located In Pace, Florida, Adjacent To Sterling Fibers Inc. Mtl Currently Has A Fleet Of About 35 Tractor/Trailers Primarily Transporting Jet Fuel, Methanol, And Ammonium Amines. Shipments Are Most Often Transported To And From Military Installations And Local Manufacturers Of Resin Products (I.E., Taminco Air Products). Mr. Terrio Stated That A Trailer May Be Stored Onsite Temporarily Prior To Final Transport, But Usually Does Not Exceed A Few Days. Based Off This Information, Mtl Is Not Subject To Transfer Facility Regulations With Respect To Storage Of Hazardous Materials According To 40 Code Of Federal Regulations (Cfr) Part 263.12. Mr. Terrio Explained That During The Month Of January 2019, Mtl Is In The Process Of Transitioning Business Ownership To Groendyke, Inc. We Advised Mr. Terrio It Would Be Necessary To Update Their Facility Records Indicating New Ownership And Contact Information Via The Department’S 8700-12 Florida Notification Of Regulated Waste Activity Form. This Location Has An Administrative Building For Offices And Training Classrooms With A Conjoined Maintenance Shop With Two Garage Bays For Minor Truck Maintenance And Parts Storage. The Property Is Surrounded By A Fence And Is Mostly Gravel For Tanker Truck Parking And Vehicle Storage. In Addition, There Are Two Covered Buildings: One Diesel Refueling Station And A Second Independent Station Near The Southern Edge Of The Property Equipped As A Wash Rack To Clean The Interior/Exterior Of The Trucks And Trailers. A Visual Inspection Of The Maintenance Shop, Wash Rack, And Refueling Station Was Conducted Followed By A Records Review. ---------------------------------- Maintenance Shop: Within The Maintenance Garage There Are Containers Established For Used Oil, Antifreeze Used Oil Filters, Excluded Shop Rags, And Scrap Metal. The Used Oil Container Is A 350-Gallon Double Walled Storage Tank, Antifreeze Is Stored In A 150-Gallon Plastic Pig Prior To Recycling, And Drained Used Oil Filters Are Stored In Two 55-Gallon Drums (Photo 1). The Containers Had Secondary Containment And Were In Good Condition But None Had Labels Indicating The Contents. I Explained The Used Oil Labeling Requirements Promulgated In Chapter 62-710 Florida Administrative Code And Also Provided Labels And Stencils At The Conclusion Of The Inspection. There Was One Parts Washer In This Area, Mr. Terrio Indicated It Is Serviced About Every 12 Weeks By Safety-Kleen, Inc (Photo 2). I Inquired About Universal Waste Spent Lamp Management, To Which He Explained Spent Lamps Were Previously Being Disposed Of As Solid Waste. I Stated Regulations From Part 273 Cfr Which Requires Mercury-Containing Waste To Be Managed Separately And Recycled. Mr. Terrio Confirmed They Would Update Their Lamp Disposal Process In Accordance With State And Federal Regulations. --------------------------------------- Wash Rack: Mtl Has An Enclosed Wash Rack System For Washing The Interior And Exterior Of Their Tanker Trucks. Wash Water Is Collected In Either A Restricted 5,000-Gallon Tank

02/06/2019 Site Inspection Follow-Up; Transporter - Follow-Up; Used Oil Generator This Follow-Up Report Addresses Minor Out-Of-Compliance Issues Noted In The Groendyke Transport, Inc. Initial Inspection Report Dated December 20, 2018. (At The Time, The Facility Was Owned By Mckenzie Tank Lines, Inc.) The Facility Was In Violation Chapter 62-710.401(6) And 62-710.850(5)(A). Specifically, Deficient Used Oil And Used Oil Filter Container Management Was Observed. | The Facility Sufficiently Responded To The Department’S Compliance Assistance Offer Letter That Was Sent On January 22, 2018. Their Official Response Was Received On January 28, 2019, Via Email. This Follow-Up Inspection Report Was Conducted Based Off The Information Provided In The Facility’S Cao Response. “Used Oil Filters” And “Used Oil” Labels Were Applied To The Appropriate Storage Containers (Photos 1 & 2). Photo Documentation Was Provided Via Email. | Based Off This Information, It Appears Groendyke Transport, Inc. Has Returned To Compliance With State And Federal Used Oil Regulations.

02/11/2022 Site Inspection Routine; CESQG (<100 kg/month) - Routine; Hazardous Waste Transporter - Routine; Used Oil Generator - Routine; VSQG (<100 kg/month) Groendyke Transport Inc. (Groendyke Or Facility) Located At 5200 Sterling Way In Pace, Florida Is A Registered Hazardous Waste Transporter. The Current Registration Expires November 30, 2022. The Facility Was Last Inspected By The Florida Department Of Environmental Protection (Dep Or Department) For Compliance With The Applicable State And Federal Hazardous Waste Transporter And Very Small Quantity Generator (Vsqg) Regulations In December 2018. At The Time Of The Inspection, The Facility Was Known As Mckenzie Tank Lines Inc; Groendyke Was In The Process Of Purchasing The Location. On February 11, 2022 Monica Hardin And Ethan Salley, Of The Department, Conducted A Compliance Evaluation Inspection (Cei) To Determine Compliance With The Applicable State And Federal Regulations For The Transport Of And Management Of Hazardous Waste And Used Oil. The Inspection Was Facilitated By Jesse Andrews, Terminal Manager And Paul Edwards, Shop Manager. While Onsite Inspectors Wore The Following Personal Protective Equipment: Safety Boots. | This Groendyke Location Serves As A Tanker Transport Hub With A Fueling Station, Maintenance Shop, And Wash Rack For Fleet Trucks And Trailers. The Facility Consists Of Two Buildings On A Secured Lot; About Half Of The Outdoor Area Is Asphalt While The Rest Is Gravel. On February 11, 2022, Department Personnel Contacted The Facility To Inquire About Their Current Covid-19 Protocols. We Arrived Onsite At Approximately 9:30am; We Met With Mr. Andrews And Mr. Edwards To Discuss The Purpose Of Our Visit, The Inspection Process, And The Records To Review. We Then Conducted A Visual Inspection Of The Fueling Station, Wash Rack, And Maintenance Shop And Reviewed Records. -------------------- Fueling Station: The Facility Maintains A Diesel Fueling Station For Their Trucks. The Covered Area Contains A 12,000-Gallon Double-Walled Diesel Tank Registered With The Department’S Petroleum Storage Tank Program (Id #9812547), An Ibc Tote Of Def Fluid, And Emergency Equipment Including A Spill Kit, Fire Extinguisher, And Eye Wash Station. The Facility Explained Drivers Fuel Their Own Trucks And Any Spill (No Matter The Size) Or Issue At The Fueling Station Must Be Immediately Reported Internally To Ensure It Is Appropriately Handled. -------------------- Wash Rack: Groendyke Has An Enclosed Wash Rack Area For Washing The Interior And Exterior Of Their Tanker Trucks; Outdoors, A Covered Area Is Maintained For Inspections Of Specific Trailers (‘331 Inspections’). In The Outdoor Inspection Area (Photo 1), The Facility Uses A Soapy Water Mix To Inspect The Rig For Leaks. The Entire Wash Rack Area Is Sloped With Grates In The Center To Collect Wash Water (And Inspection Water); Indoors, The Facility Maintains Two 5,800-Gallon Tanks For The Collection Of This Water (Photo 2). When A Tank Reaches A Specific Capacity, An Alarm Sounds, And The Ph Is Tested. It Was Explained The Ph Often Tests Between 10-10.5 So The Facility Adds An Aluminum Liquid To Bring The Ph Between 6.5-9.5 For Offsite Disposal. The Facility Uses Various Cleaning Methods On The Interior Of The Trailers Based On The Previous Load (Ie Steam, Scrubbers, Etc) Which Can Affect The Rate Of Water Accumulation In The Tanks. An Open 5-Gallon Bucket Was Noted In The Interior Area Containing A Dirt/Sludge Material. It Was Explained The Grate Is Cleaned To Remove Sludge/Debris As Needed. Wash Rack Staff Indicated The Bucket Is Emptied Into A 55-Gallon Drum And The Company That Delivers Liquid Chemical Product Takes The Full 55-Gallon Drum As Needed. A Waste Determination And Disposal/Recycling Records Were Requested For This Sludge. -------------------- Maintenance Shop: Onsite The Facility Maintains A Large Maintenance Shop With Three Garage Bays For Work On Trailers And Two Garage Bays For Work On Trucks/Tractors. Within The Shop Along The North Wall, We Observed A 590-Gallon Double-Walled Used Oil Storage Tank, A Container For Used Ant

08/04/2022 Site Inspection Follow-Up; CESQG (<100 kg/month) - Follow-Up; VSQG (<100 kg/month) This Follow-Up Report Addresses Out-Of-Compliance Issues Noted In Groendyke Transport Inc. (Groendyke Or Facility) Initial Inspection Report Dated February 11, 2022. The Facility Appeared In Violation Of Title 40 Code Of Federal Regulations (Cfr) Part 262 (As Adopted By Reference In Chapter 62-730 Florida Administrative Code (F.A.C.)). Specifically, Groendyke Failed To Properly Identify All Potentially Hazardous Waste Streams. The Department Sent A Compliance Assistance Offer (Cao) To The Facility On March 15, 2022. After Several Phone Calls And Electronic Communications, The Facility Responded To The Cao On July 27, 2022. The Potential Violation Was Corrected Following The Initial Inspection And Return-To-Compliance Efforts Are Described In Detail Below. A Review Of The Provided Response And Documentation Was Conducted On August 4, 2022; No Onsite Follow-Up Inspection Was Conducted. | 40 Cfr 262.11 During The Initial Inspection On February 11, 2022, The Facility Was Storing An Open, Unlabeled 5-Gallon Bucket Containing Sludge/Dirt Debris. The Facility Described This Material As Waste Removed From The Wash Rack Grates Where Tanker Trucks Are Regularly Washed Inside And Out. Personnel Onsite Were Not Clear On The Ultimate Disposal Of The Waste. In The July 27, 2022 Cao Response, Groendyke Stated Based Off The Analytical Results (Provided To The Department July 22, 2022) They Determined The Waste Is Non-Hazardous, They Have Contracted With A Company To Appropriately Manage And Dispose Of The Waste On A Regular Basis, And They Intend To Maintain Labeling On The Container To Identify The Contents. During A Phone Conversation With Facility Personnel On July 27, 2022, Ms. Lynn Ballard, Indicated Her Understanding That The Analytical Results Indicate Lead Concentrations Greater Than Drinking Water Leachability Standards, Requiring Proper Disposal Of The Waste. -------------------- | It Appears Groendyke Transport Inc. Has Returned To Compliance With The Applicable State And Federal Hazardous Wastes Regulations.

06/20/2024 Site Inspection Routine; Hazardous Waste Transporter Groendyke Transport Inc (Groendyke Or Facility) Is A Registered Hazardous Waste Transporter Located In Pace, Florida, Situated On Approximately 12 Acres Of Land. Groendyke Initially Registered With The Florida Department Of Environmental Protection (Dep Or Department) In December 2018 As A Very Small Quantity Generator (Vsqg) And Hazardous Waste Transporter. The Facility Was Last Inspected By The Department On February 11, 2022, With One Violation Cited For Failure To Complete Hazardous Waste Determinations; The Violation Was Resolved On July 27, 2022. On June 20, 2024, Department Personnel Morgan Tomas And Melanie Bonds Conducted A Routine Hazardous Waste Compliance Inspection For The Transporter Operations At The Facility. The Inspection Was Facilitated By Mr. Jesse Andrews, Terminal Manager Of Groendyke. | This Groendyke Location Serves As A Tanker Transport Hub With A Fueling Station, Maintenance Shop, And Wash Rack For Fleet Trucks And Trailers. The Facility Consists Of Two Buildings Situated On A Secured Lot Which Is Covered By Asphalt And Gravel. Department Personnel Visually Inspected The Wash Rack. A Records Review Was Conducted Off-Site Via Electronic Communication. __________ Wash Rack Groendyke Has An Enclosed Wash Rack Area For Washing The Interior And Exterior Of Their Tanker Trucks After Transporting Waste. Outside, A Covered Area Is Maintained For Inspections Of Specific Trailers. In The Outdoor Inspection Area, The Facility Uses A Soapy Water Mix To Inspect A Rig For Leaks. It Was Explained To Department Personnel That The Ph Of The Wastewater Is Often Between 10-10.5, And The Facility Adds An Aluminum Liquid Product To Lower The Alkalinity And Reduce The Ph To A Range Of 6.5-9.5 For Offsite Non-Hazardous Waste Disposal. The Facility Uses Various Cleaning Methods On The Interior Of The Trailers Based On The Previous Load (I.E. Steam, Scrubbers, Etc.) Which Can Affect The Rate Of Water Accumulation In The Tanks. __________ Records Review Transporter Records For This Facility Were Reviewed Off-Site Via Electronic Communication. Groendyke Provided Documentation Demonstrating That The Facility Is Signing And Dating Hazardous Waste Manifests By Hand. An Approval Letter For The Most Recent 8700-12 Notification Form Was Sent To The Facility On June 20, 2024, Indicating That The Facility Is Maintaining The Financial Requirements Of A Hazardous Waste Transporter. | At The Time Of The Inspection, Groendyke Transport Appeared To Be In Compliance With State And Federal Hazardous Waste Rules And Regulations.
