Routine; Non-Handler - Routine; Used Oil Transporter Mobile Impact Services First Registered As A Used Oil Transporter In October 2013 And Has Completed Annual Registration And Annual Reporting For 2014 And 2015. The Registration Form Is Posted At The Facility As Well As On The Vehicle. Mobile Impact Services Always Transports <55 Gallons Of Used Oil And Transports <500 Gallons Of Used Oil Annually Over Public Highways And Is Therefore Not Subject To The Certification Program Under Section 62-710.600 Florida Administrative Code.
A Compliance Evaluation Inspection Was Conducted At Mobile Impact Services On March 25, 2015. This Is The First Department Inspection Of This Facility. | Mobile Impact Services Operates Out Of A Garage At A Residential Property Owned By Corey And Shona Baxter. Mobile Impact Services Maintains And Repairs Hydraulic Lifts. Used Hydraulic Oil Is Generated When The Hydraulic Cylinders Are Disassembled. The Majority Of Hydraulic Cylinders Serviced Are Transported In Tact (Oil Contained Within The Sealed Cylinder). Used Hydraulic Oil Is Drained And Placed Directly Into Two Closed 55-Gallon Drums Labeled "Used Oil" Which Are Stored Inside A Garage On A Secondary Containment Pallet Calculated To Have Only A 36 Gallon Capacity. The Pallet Is Located Near A Closed Garage Door And Is Also Labeled "Used Oil". On April 8th, Mr. Baxter Provided A Photo Of New Oil Containment With A Capacity Of 66 Gallons. A Container Of Absorbent Material And Absorbent Pads Are Available To Respond To Spills.
Mr. Baxter Does Occasionally Service Large Hydraulic Lifts Which Require Draining The Used Hydraulic Oil And Transporting It Back To His Residence. He Never Transports More Than 55-Gallons At Any One Time And Transports Less Than 500 Gallons Annually Over Public Highways. Oil Collected In The Field Is Placed Into A Closed 5-Gallon Plastic Container Labeled "Used Oil". Additional Containers Are Stored On The Truck If Needed. Containers Holding Used Oil Are Stored Inside A Metal "Job Box" Attached To The Bed Of The Mobile Impact Service Truck And Capable Of Containing Releases From Several 5-Gallon Containers.
A 55-Gallon Drum Of Product "Brake Kleen" Supplied By Best Line Oil Was Observed In The Garage. According To The Material Safety Data Sheet (Msds) Provided By The Manufacturer It Is A Non-Chlorinated Brake Cleaner Which Contains 2.5-10% Methanol. This Material Is Dispensed With A Refillable Pressurized Spray Can While Working On Hydraulic Equipment. Mr. Baxter Said The Material Is Used Up In Process And No Wastes Are Generated From The Use Of This Product.
A Sink Top Parts Washer With A 16-Gallon Drum Base Was Observed Outside The Garage Underneath The House Awning. The Drum Was Observed To Be Dented But Not Leaking. The Metal Drum Has A Plastic Bag Liner. Chemical 1 Super Purple Clean Is Used To Clean And Degrease Aluminum Parts. According To The Msds, Super Purple Clean Is An Aqueous Detergent With A Ph Of 8.7 +/- 2 And Is Non-Hazardous As Packaged. Mr. Baxter Said He Has Not Yet Disposed Of Any Of This Material And It Is Only Used Occasionally.
The Facility Keeps A Log With The Date, Client Name And Volume Of Oil Removed From The Hydraulic Lifts. Addresses Are Kept Separately. Mr. Baxter Reported 388 Gallons Of Used Oil Were Handled In 2014. The Log Indicates Most Pickups Were Less Than 5-Gallons And The Largest Was 25-Gallons.
Used Oil Was Most Recently Picked Up At The Residential Address On March 12, 2015. The Transporter Was Safety-Kleen Flr00053611. Records Indicate The Following Amounts Have Been Removed From Mobile Services:

Routine; Used Oil Transporter A Compliance Evaluation Inspection Was Conducted By Florida Department Of Environmental Protection (Fdep) Hazardous Waste Staff At Mobile Impact Services (Facility) On 02-13-2020 To Verify The Facility'S Compliance Status With State And Federal Hazardous Waste And Used Oil Rules And Regulations. The Facility Was Previously Inspected On 03-25-2015. The Following Is A Summary Of My Observations.
Mobile Impact Services Is Registered As A Used Oil Transporter (Registration Expiration Is 06-30-2020) And A Non-Handler Of Hazardous Waste. The Facility Operates Out Of A Garage At A Residential Property Owned By Cory And Shona Baxter. According To The Florida Division Of Corporations, Cory And Shona Baxter Are The Managing Members Of Mobile Impact Services Llc. | Mobile Impact Services Conducts Hydraulic Cylinder Repair/Maintenance And On Site Hose Repair. The Majority Of Hydraulic Cylinders Are Transported In Tact (Oil Contained Within The Sealed Cylinder) To The Facility. Used Hydraulic Oil Is Drained And Placed Directly Into A 150-Gallon Double-Walled Above Ground Storage Tank Maintained In The Shed (See Photo). The Tank Was Properly Labeled 'Used Oil'. A Container Of Absorbent Material And Absorbent Pads Are Maintained Inside The Shed To Respond To Spills.

Disposal Records Reflect Cliff Berry Inc. Picked Up 120-Gallons Of Used Oil On 01-16-2019 And 150-Gallons On 05-03-2018. Mr. Baxter Verified The Storage Tank Currently Contains 104-Gallons Of Used Oil And Soon Due For Pick-Up.
A 55-Gallon Drum Of Brake Kleen Was Noted In The Shed. According To The Previous Inspection Report The Product Contains 2.5-10% Methanol. Mr. Baxter Indicated The Material Is Transferred Into Smaller Containers For Usage. The Material Is Used Up When Applying And No Waste Is Generated From The Use Of The Product.
A Sink Top Parts Washer With A 16-Gallon Drum Base Was Noted Outside (See Photo). Mr. Baxter Indicated The Drum Contains Approximately 5-Gallons Of Mineral Spirits, Is Rarely Used And He Has Not Disposed Of Any Spent Solvent To Date. It Was Recommended To Maintain The Parts Washer Inside The Shed, Protected From Weather In The Event Of A Release. It Was Discussed That A Small Volume Of Spent Mineral Spirits May Be Added To The Used Oil For Disposal As Long As It Does Not Cause The Used Oil To Be Considered Ignitable And The Used Oil Transporter Is Notified And Approves. Spent Mineral Spirits May Also Be Disposed Thru The Sarasota County Project Green Sweep Program. Information About The Program Was Provided To Mr. Baxter At The Time Of The Inspection, Along With Used Oil Labels And Stencils. |

Routine; Used Oil Transporter A Routine Compliance Evaluation Inspection (Cei) Of Mobile Impact Services Llc (Hereinafter, “Mis” Or “Facility”) Located At 407 W Lake Dr, Sarasota, Sarasota County Was Conducted On August 22, 2024 (08/22/2024) By Pamela Coffin With The Florida Department Of Environmental Protection (Dep Or Department). Mis Was Inspected To Determine The Facility’S Compliance With The State And Federal Hazardous Waste Regulations Described In Title 40, Code Of Federal Regulations (Cfr) Parts 260-268, 40 Cfr Part 273, And 40 Cfr Part 279, Adopted And Incorporated By Reference In Rules 62-710 And 62-730, Florida Administrative Code (F.A.C.).
Mis Is Registered As A Used Oil Transporter (Registration Expiration Is 06/30/2025) And A Non-Handler Of Hazardous Waste. The Inspector Was Escorted Around The Facility By Cory Baxter, Operator. Upon Arrival At The Facility The Inspector Presented Credentials And Explained The Purpose Of The Inspection.

The Facility Was Previously Inspected By The Department On 02/19/2020 And Was Found To Be In Compliance At The Time Of Inspection.
Personal Protective Equipment (Ppe) Was Not Required To Enter The Facility. Department Personnel Were Equipped With Steel-Toed Boots.

Used Oil Is Picked Up For Recycling Every 5-7 Months. Disposal Records Reflect Cliff Berry Inc Picked Up 150 Gallons Of Used Oil On 04/02/2024, 125 Gallons On 09/06/2023, And 140 Gallons On 01/16/2023. At The Time Of Inspection, The Facility Was Scheduled For A Pick-Up Of Used Oil. Immediately Following The Inspection, Mr. Baxter Provided Documentation Of Pick-Up Of 148 Gallons Of Used Oil On 08/22/2024.
A 16-Gallon Parts Washer Was Observed Outside. Mr. Baxter Indicated The Parts Washer Is No Longer In Use. Seldomly, Mineral Spirits May Be Used On-Site; However, The Material Is Used Up When Applying And No Waste Is Generated From The Use Of The Product.
A 55-Gallon Unlabeled Drum Was Noted Outside. Mr. Baxter Stated It Was Sometimes Used To Transport Used Oil From The Field. Verbal Compliance Assistance Was Provided At The Time Of Inspection To Properly Label The Drum With The Words, “Used Oil.” Mr. Baxter Immediately Corrected The Labeling On-Site.
Oily Shop Rags And Absorbents Were Not Observed At The Time Of Inspection. Mr. Baxter Indicated That, When Possible, Used Oil, Oily Shop Rags, And Absorbent Are Disposed Of In Customer Disposal Containers In The Field.
