Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility Flagler Construction Equipment (Flagler) Notified The Department As A Used Oil And Used Oil Filter Transporter And A Used Oil And Used Oil Filter Transfer Facility In January 2015. The Annual Report For 2014 And Insurance Certification Have Been Received By The Department.
A Compliance Evaluation Inspection Was Conducted At Flagler On April 15, 2015. This Was The First Inspection Conducted At This Facility To Determine Compliance With State And Federal Regulations Associated With The Resource Conservation And Recovery Act (Rcra). Flagler Was Determined To Be A Non-Handler Of Hazardous Waste At The Time Of The Inspection.
Flagler Transports Oil Generated From Off-Site Maintenance Of Heavy Equipment They Own. Flagler Does Transport Greater Than 55-Gallons At A Time And More Than 500 Gallons Annually.
| Flagler Sells, Leases, And Services Heavy Construction Equipment. The Facility Generates Wastes From Repairs And Preventative Maintenance Of The Equipment. Repairs Are Conducted Both On And Off-Site. The Truck Used For Off-Site Repairs Was Not Observed But Is Said To Be Equipped With A 100 Gallon (Unconfirmed) Used Oil Tank Which Is Completely Enclosed, Protected From The Weather, And Labeled "Used Oil". When The Truck Returns To This Facility The Used Oil Is Pumped Directly To A Double Walled 500 Gallon Used Oil Tank Located Outside At The Rear Of The Maintenance Building. The Tank Is Labeled "Volvo Used Oil". The Facility Has Several 500 Gallon Double Walled Product Storage Tanks For A Variety Of Lubricants As Well As Off-Road Diesel.
On-Site Maintenance Work Is Performed Indoors. Most Used Oil Removed From Equipment Is Pumped Directly To The Outside Used Oil Tank Via Transfer Piping. Reusable Oil Is Stored In Two Closed, 55-Gallon Drums Labeled "Used Oil" And Stored Indoors On An Oil Impermeable Surface. At The Time Of The Inspection A Closed 55-Gallon Drum Labeled "Used Oil Filters", A Closed 55-Gallon Drum Labeled "Non-Hazardous Used Absorbents Only", And A 55-Gallon Drum Labeled "Used Antifreeze Only" With An Open Funnel In The Bung Were Observed In The Indoor Waste Storage Area. A Fourth Drum Contained Product Oil Dry.
Oily Rags Generated From Maintenance Of Equipment Are Collected In Nine Metal Fire Safe Flip Top Rag Bins Throughout The Shop. The Containers Are Labeled "Empty Nightly". Rags Are Laundered By Cintas. The Facility Does Occasionally Use Volvo Brake Cleaner Containing 30-60% Acetone And 30-60% Xylene.
The Facility Has Four Drum Top "Pure Wash" Parts Washers. The Material Safety Data Sheet Indicates This Product Contains Hydrolated Light Petroleum Distillates And Has A Flash Point Of 142 Degrees. According To Mr. Wayne Handy Of Certified Labs, The Units Are Serviced Every Other Month But Wastes Are Only Generated About Once A Year From Each Unit And Are Changed Out On A Rotating Basis. In The Past Year 12-14 Gallons Of Spent Parts Washer Waste Was Pumped Into The Used Oil Tank Three Times.
The Facility Is In The Process Of Setting Up A Large Aqueous 'Hot Washer'. Mr. Alexander Is Currently Working With The Vendor To Determine A Maintenance And Waste Disposal Agreement For The Use Of This Parts Washer.
The Facility Has A Closed Loop Recycling System For Wastewater From Pressure Washing Dirt Off The Exterior Of Heavy Equipment. The Equipment Wash Facility Is Covered And All Water Is Collected On The Pad And Drains Into A Four Tank Baffled Filter System. Water Is Reused And Nothing Is Discharged. Sediments Are Collected And Disposed Of As Non-Hazardous Waste.
Following The Inspection, The Facility Provided Documentation For Disposal Of Used Oil, Used Oil Filters, Used Oily Absorbents, And Antifreeze For Recycling. These Wastes Are Managed By Heritage Crystal Clean (Hcc) On A Monthly Basis. Used Oil Is Screened For Halogens By Hcc.

Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility A Compliance Evaluation Inspection Was Conducted By Florida Department Of Environmental Protection (Fdep) Hazardous Waste Staff At Alta Construction Equipment Florida Llc (Alta/Facility) On January 12, 2021 To Verify The Facility'S Compliance Status With State And Federal Used Oil, Hazardous Waste And Universal Waste Rules And Regulations. The Following Is A Summary Of My Observations.
A File Review Reflects The Facility Was Last Inspected By Fdep Hazardous Waste Staff On 04-15-2015 When It Was Owned/Operated By Flagler Construction Equipment.
According To Lee County Property Appraiser, The Property Is Owned By Store Master Funding Iv Llc C/O Flagler Construction Equipment, 8414 Palm River Rd., Tampa, Fl.
According To Fdep Records, The Facility Is Currently Registered As A Used Oil Transporter, Used Oil Transfer Facility, Used Oil Filter Transporter And Used Oil Filter Transfer Facility. The Used Oil/Filter Transporter And Transfer Facility Registration Expires On 06-30-2021.
Upon Arriving At The Facility, The Purpose Of The Inspection Was Reviewed With Todd Lark, Service Manager. According To Mr. Lark, Alta Construction Equipment Florida Llc Has Been Operating At This Location Since February 2020. Alta Is In The Process Of Making Several Building Improvements Including Replacing Product Oil And Used Oil Double-Walled Storage Tanks; And Replacing Fluorescent Lamps With Led Lighting. The Facility Has Approximately 30 Employees, Is Connected To City Water/Sewer And Consists Of One Main Building And A Vehicle Wash Structure. | Alta Construction Equipment Florida Sells, Leases And Services Heavy Construction Equipment. No Painting Is Conducted At This Facility. Maintenance Work Is Performed On Equipment Both In The Field And At The Facility.
One Field Maintenance Truck/Driver Is Utilized To Conduct Preventative Maintenance In The Field. The Truck Was Not At The Facility At The Time Of The Inspection. Mr. Lark Indicated The Truck Is Equipped With A Totally Enclosed 100-Gallon Used Oil Tank And Does Transport >55-Gallons Of Used Oil At A Time; And >500-Gallons Of Used Oil Annually. The Facility Transports Only Its Own Used Oil And Used Oil Filters Generated At Its Own Non-Contiguous Operations To Its Own Central Collection Facility For Storage Prior To Having The Used Oil And Used Oil Filters Picked-Up By Safety-Kleen, A Certified Used Oil Transporter.
According To Mr. Lark, The Maintenance Truck Has An Enclosed Grated Compartment To Transport Used Oil Filters. Used Oil And Used Oil Filters Are Off-Loaded From The Truck Daily, Upon Returning To The Facility. Used Oil Is Pumped From The Truck Tank And Grated Used Oil Filter Compartment, Into A Labeled 500-Gallon Double-Walled Aboveground Storage Tank Located Outside The Facility. The Driver Checks/Dips The Volume Of The Storage Tank Prior To Off-Loading Used Oil. Used Oil Filters Are Added To 55-Gallon Used Oil Filter Drums Generated From Maintenance Conducted At The Facility. Mr. Lark Indicated That The Truck Is Equipped With Spill Control Equipment; And The Driver Receives Spill Response Training Annually. Following The Inspection, Mr. Lark Provided Documentation Verifying A Copy Of The Used Oil Transporter Registration Is Maintained In The Truck; And The Dot Decal/Registration Number Is On The Truck.
On-Site Maintenance Work Is Conducted Inside The Facility. Used Oil Is Drained Into Mobile Carts Labeled 'Used Oil' And Pumped Into A 500-Gallon Double-Walled Aboveground Storage Tank Located Outside The Facility. Used Oil Filters, Used Antifreeze And Used Absorbent Pads Are Collected In 55-Gallon Drums Maintained Inside The Facility. Three 55-Gallon Drums Collecting Used Oil Filters Were Not Labeled 'Used Oil Filters'. Mr. Lark Labeled The Drums At The Time Of The Inspection. Safety-Kleen Picks Up The Used Oil, Used Oil Filters, Used Antifreeze And Used Absorbent. Eye Wash Stations And Fire Extinguishers Were Observed Throughout The Facility. Mr |
