The Facility Is Approximately 15,000 Square Feet In Size, Has 2 Employees, And Is On Public Water And Sewer. The Facility Has Been In Operation Since June 2017. Notification History: 06/05/2017 - Notified As A Hw Transporter/ Uw Transporter/ Uo Transporter/ Transfer Facility, And Uo Filter Transporter/ Transfer Facility. Their Current Registration Is Active For: Uw Transporter (Expiration Date: 03/01/2019). Hw Transporter (Expiration Date: 06/30/2018). Uo Transporter, Uo Transfer Facility, Uo Filter Transporter, Uo Filter Transfer Facility (Expiration Date: 06/30/2018). Inspection History: Never Inspected By The Department. Ppe Was Required To Enter This Facility. Department Personnel Was Equipped With Steel Toe Boots. | Aws Specializes In Regulated Waste Management And Disposal. Part Of The Facility'S Services Include Transporting Uw And Hazardous Waste From Generator Facilities Directly To A Second Transporter Facility, Stericycle Specialty Waste Solutions Inc. (Epa Id Mns000110924). Finally Waste Is Taken From Stericycle To The Designated Facility Allworth, Llc (Epa Id Ald094476793). Uo Is Loaded Onto Railcars From Florida East Coast Railway, Llc (Fld984251157) And Shipped Off To Vertex Energy (Epa Id La0000145797) A Used Oil Processing Facility In Marrero Louisiana. Although Aws Is Registered As A Uo Transfer Facility, It Does Not Store Any Uo, Uw, Or Hw At The Facility. However, The Facility Chooses To Maintain Its Uo Transfer Facility Status Incase They Practice This Activity In The Future. The Inspectors Toured The Facility With Mr. Larry Rodriguez (Company President) And Reviewed Uo, Uw, Hw Transporter Practices And Records. The Facility Has Two (2) Trucks. One Vacuum Truck And One Box Truck. > One (1) - 4500 Gallons Capacity - Bulk Truck For Uo - 2006 International 760 > One (1) - 15,000 Pound Capacity - Boxed Truck For Uw And Hw - 2005 Peterbilt 330 Dot Placards Were Displayed (Us Dot# 3056263) On The Side Of All Trucks, And The Transporters Keep Copies Of The Permits, Notifications, Contingency Plan (In Case Of Emergency) And Manifests On The Truck. Also, The Trucks Are Properly Identified For Their Corresponding Wastes And Have Spill Kits Available On Site. Follow-Up Inspection At Separate Uo Transfer Facility: A Follow-Up Inspection Was Conducted On A Separate Day At The Transfer Facility Where The Uo Is Loaded Onto Railcars And Shipped Out On The Florida East Coast Railway (F.E.C) For Used Oil Processing At Vertex Energy (Epa Id La0000145797). This Transfer Facility Is Located At F.E.C.'S Medley Team Track, 7496 Nw 69th Ave, Medley, Fl 33166. The Space Is Shared With Ricky'S Oil Where One Track Stores Uo On Railcars From Aws And The Rail Track Next To A Warehouse Is Leased By Ricky'S Oil. This Address Was Not Listed On Aws'S 8700-12fl Notification Form. The Inspector Advised Mr. Rodriguez To Resubmit A Uo Notification Form 8700-12fl In Order To Put The Correct Address For The Uo Transfer Facility. The Facility Uses A Company Named Ecomax For Logistic Purposes, To Lease And Arrange Railcars For Uo Transportation. Aws Uses Two To Three Railcars To Load Uo. The Inspector Observed 3 Rail Cars For Uo. No Leaks Or Spills Were Observed In This Area. Aws Does Not Store Uo In Any Other Part Of This Transfer Facility. The Facility Uses A Metal Scaffolding Structure Tool Which Is Placed On Top Of The Railcar And Locks The Uo Transferring Hose In While The Uo Is Being Transferred From The Uo Truck To The Rail Car. 03/18/2021 Site Inspection Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility On March 18, 2021 (03/18/2021), Romina Lancellotti With The Florida Department Of Environmental Protection (Fdep) Conducted A Routine Compliance Evaluation Inspection (Cei) At Emaxx Miami Llc (Hereinafter Em1 Or Facility), Located At 7400 Nw 77th Ter, Medley, Fl 33166. Em1 Was Inspected To Determine The Facility’S Compliance With The State And Federal Hazardous Waste Regulations Described In Title 40, Code Of Federal Regulations (Cfr) Parts 260-264, And 279 Adopted And Incorporated By Reference In Rule 62-730, And 62-710 Florida Administrative Code (F.A.C.). The Inspector Was Escorted Around The Facility By Lazaro Mendez, Operations Manager. Post Inspection, Mr. Matt Gudorf, Assisted The Department By Providing Submittals And Corrective Actions Via Email. Upon Arrival At The Facility The Inspector Her Presented Her Credentials And Explained The Purpose Of The Inspection. Em1 Occupies 15,000 Square Feet And Is Connected To Public Water And Sewer Of City Of Medley. The Facility Has Been Operating At Its Current Location Since June And Employs Four Staff. The Facility Operates Monday Through Friday 7 Am To 3 Pm. Notification History: Em1 Initially Notified With The Department As A Very Small Quantity Generator (Vsqg) Of Hazardous Waste, A Universal Waste Mercury-Containing Lamps, Used Oil And Used Oil Filters Transporter, And Hazardous Waste Transporter On 06/05/2017. The Facility Was Assigned The Epa Identification (Epaid) Number Flr000223313. The Facility Most Recently Notified As Vsqg Of Hazardous Waste, Used Oil And Used Oil Filter (Uof) Transporter And Transfer Facility On 03/01/2021. Inspection History: The Facility Was Previously Inspected By The Department On 05/18/2018 As A Used Oil And Used Oil Filter Transporter And Transfer Facility, Universal Waste Transporter And As A Hazardous Waste Transporter And Transfer Facility And Was Found To Be Out Of Compliance At The Time Of Inspection For Failure To Register And Submit The Annual Report To Dep. These Violations Were Resolved Without Formal Enforcement Action. Personal Protective Equipment (Ppe) Was Not Required To Enter The Facility. Department Personnel Were Equipped With Steel-Toed Boots. | Em1 Specializes In Regulated Waste Management And Disposal. Part Of The Facility'S Services Include Transporting Used Oil And Used Oil Filters. However, The Main Activity Of The Facility Is To Market New Oil. Used Oil Is Loaded Daily Onto Rented Railcars At Florida East Coast Railway, Llc And Shipped Off To Used Oil Processing Facilities. Used Oil Is Not Stored At Em1. Although Em1 Is Registered As A Used Oil Transfer Facility, It Does Not Store Any Used Oil At The Facility. However, The Facility Chooses To Maintain Its Used Oil Transfer Facility Status In Case They Practice This Activity In The Future. The Inspectors Toured The Facility With Mr. Lazaro Mendez And Reviewed Used Oil, And Used Oil Filters Transporter Practices And Records. The Facility Consists In A Warehouse, An Indoor Tank Farm, Office Area, Parking Lot. The Inspection Began In The Warehouse Where The Facility Mainly Stores Oil In Different Containers. The Inspector Observed: 275-Gallon Totes, 15-Gallon Containers, And One 500-Gallon Black Tank Of New Oil. Within The Warehouse, There Is A Tank Farm With Ten 10,000-Gallon Above Ground Storage Tanks For Oil, Not In Use At Time Of Inspection. In This Area, The Facility Maintains One 500-Gallon Tank For Diesel To Supply Its Trucks. The Inspector Observed The Following: >One 450-Gallon Red Tank, Labeled With The Words “Used Oil,” Within A Secondary Containment. >Three 55-Gallon Green Plastic Bins With Used Oil Filters, Not Labeled, According To 62-710.850(5)(A) F.A.C. >One 55-Gallon Green Plastic Bin, Labeled With The Word “Used Oil Filters.” The Facility Has Two Trucks: > One 33,000 Lbs. To 3 P.M. Notification History: Aws Initially Notified With The Department As A Mercury Handler On 06/08/2017, A Used Oil Handler On 06/14/2017, And A Hazardous Waste Transporter On 06/14/2017. The Facility Was Assigned The Epa Identification (Epaid) Number Flr000223313. The Facility Most Recently Notified As A Very Small Quantity Generator (Vsqg) Of Hazardous Waste, Used Oil Transporter & Transfer Facility (Uot & Uof), Used Oil Filter Transporter & Transfer Facility, And Universal Waste Mercury Transporter, And Hazardous Waste Transporter On 08/22/2023. Attached To Latest Notification Form Was Aws’S Annual Report And Evidence Of Liability Insurance On 04/25/2023 And Is Valid Until 07/01/2024. Inspection History: The Facility Was Previously Inspected By The Department On 03/18/2021 As A Vsqg, Uot & Uof, Used Oil Filter Transporter & Transfer Facility, And Universal Waste Mercury Transporter And Was Found To Be Out Of Compliance At The Time Of Inspection. The Following Violation Was Cited: Failing To Label Used Oil Filter Containers With The Words “Used Oil Filters” (62-710.850(5)(A) F.A.C.). The Violation Was Resolved On 04/15/2021. However, Aws Does Not Operate The New Oil Tanks And Only Shares The Warehouse And Parking Lot With Bravo. Bravo Is A Company That Transports New Oil. Aws’S Trucks Are Stored And Restocked At This Site. Facility Has Four Trucks That Are Used To Transport Used Oil, Used Oil Filters, Mercury Containing Devices, And Hazardous Waste. Used Oil Is Not Stored On-Site However, The Facility Chooses To Maintain Its Used Oil And Used Oil Filter Transfer Facility Status In Case They Practice This Activity In The Event The Trucks Cannot Transport To Designations. Waste Generated On-Site And Transported Have Epa Waste Characteristics Ignitability (D001), Corrosive (D002), Cadmium (D006), Chromium (D007), Lead (D008), Spent Halogenated Solvents - Degreasing (F001), Spent Halogenated Solvents – Other (F002). Aws Shares The Space And Has Small Sections Inside They Use And Operate From. The Areas Are The Offices, One Shelf In Warehouse, Partial Space Near Bay Door, And Parking Lot. Offices: Located At The Front Right Of The Warehouse, With A Parking Lot For Guests And Employees. Parking Lot Loops Around The Length And Left Side Of The Warehouse.
