02/14/2018 Site Inspection Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility On February 14, 2018, One (1) Representative Of The Florida Department Of Environmental Protection (Dep) Conducted A Used Oil Compliance Evaluation Inspection (Cei) At Universal Environmental Services Llc - Fort Lauderdale. Dep Planned This Inspection In Response To The Department'S Discovery That Various Used Oil Generating Facilities In The Southeast District Had Contracted Universal Environmental Services Llc - Fort Lauderdale To Transport Their Used Oil And/Or Used Oil Filter Waste. However, Upon Reviewing Dep'S Used Oil And Used Oil Filter Transporter/Transfer Facility Registration Records, The Department Determined That Universal Environmental Services Llc - Fort Lauderdale Had Not Formally Registered With The Department As A Used Oil And Used Oil Filter Transporter And Transfer Facility. During The Inspection, Universal Environmental Services Llc - Fort Lauderdale Was Represented By Mr. Michael Schorr, The Environmental, Health And Safety Manager Of The Facility, And Mr. Kent Rittscher, The Area Manager - Florida Region Of The Facility. The Dep Was Represented By Mr. Daniel Lopez, An Environmental Specialist I. Universal Environmental Services, Llc - Fort Lauderdale (Ues-Fl) Is Situated On An Approximately 7.63 Acre Property In A Light Industrial Area. The Facility Has Been In Operation On This Site For Approximately Thirteen (13) Months (I.E. Since January Of 2017). The Facility Currently Has Five (5) Employees. More Specifically, The Facility Has Three (3) Full-Time Drivers Who Operate The Ues-Fl Facility'S Used Oil And Used Oil Filter Collection Trucks, And One (1) Full-Time Driver (Who Is Stationed Out Of Universal Environmental Services, Llc - Ocala [Epa Id # Flr000012906]) Who Periodically Travels To The Ues-Fl Facility In Order To Assist With Ues-Fl'S Used Oil And Used Oil Filter Collection Activities. In Addition, The Four (4) Aforementioned Employees Are All Supervised By One (1) Manager - I.E. Mr. Rittscher - Who Oversees The Used Oil And Used Oil Filter Transport/Collection Operations Undertaken At Universal Environmental Services Llc'S Four (4) Facilities In Florida. The Entire Facility Is Connected To The City Of Fort Lauderdale'S Water And Sewer System. According To Mr. Michael Schorr, Universal Environmental Services, Llc - Fort Lauderdale Is Owned By Avista Oil Group, Whose Main Offices In The United States Are Located In Peachtree City, Georgia. However, While Owned By Avista Oil Group, All Universal Environmental Services, Llc Facilities In Florida Operate Under The Name "Universal Environmental Services, Llc." As Detailed Above, Ues-Fl Did Not Register With The Department As A Used Oil And Used Oil Filter Transporter And Transfer Facility Until 01/25/2018. Therefore, Ues-Fl Had (I.E. As Of The Day Of The Inspection) Never Been Inspected By The Department. Universal Environmental Services, Llc Facilities In Fort Myers, Fl (Epa Id # Flr000225029) And Ocala, Fl (Epa Id # Flr000012906) Are Also Currently Under Investigation By The Department. However, According To Mr. Schorr, Ues-Fl Is The Only Universal Environmental Services, Llc Facility In Florida That Transports Used Oil Via Rail. As Of 03/26/2018, The Department Is Pursuing An Enforcement Case Against One (1) Of The Aforementioned Universal Environmental Services, Llc Locations (I.E. Ues - Fort Myers). Personal Protective Equipment (Ppe) Was Not Required To Enter This Facility. The Inspector Wore Safety Boots Throughout The Inspection | The Universal Environmental Services Llc - Fort Lauderdale (Ues-Fl) Facility Consists Of One (1) Main Office Building, One (1) Main Vehicle Parking Area, One (1) Collection/Storage Container, One (1) Used Oil/Used Oil Filter Container Storage Area, And One (1) Rail Car Loading Area. According To Mr. Michael Schorr, Ues-Fl Has Leased Office Space Within The One (1) Main Office Building (In Which Ues-Fl Personnel Conduct Any Necessary Administrative Duties) From Florida East Coast Rail, The Company Which O
