11/01/2019 Site Inspection Routine; Used Oil Transporter Based On The Observations Made At The Time Of The Inspection, Common Ground Environmental Incorporated Was Operating In Compliance With State And Federal Used Oil Rules* Applicable To Used Oil Transporters. *Please Refer To 40 Cfr 279 Subpart E And Chapter 62-710 Of The Florida Administrative Code ("F.A.C.") For A List Of Applicable Rules For Used Oil Transporters Under The Resource Conservation And Recovery Act ("Rcra"). | On November 1, 2019, Common Ground Environmental Incorporated ("Cge") Was Inspected By The Florida Department Of Environmental Protection ("Department") To Determine The Facility'S Compliance With State And Federal Used Oil Rules. This Is The First Inspection Conducted By The Department'S Hazardous Waste Section. Mr. Michael Propst, President, And Mr. Johnny Costine, Operations Manager & Field Technician, And Ms. Kathryn Costine, Office Manager, Accompanied The Department Inspectors Throughout The Facility. | Cge Began Operating At This Location In 2003 As A Consulting Company For Environmental Remediation And Waste Management. This Location Consists Of One 3,000-Sq.Ft. Single Building With Offices And Storage/Inventory. On October 17, 2018, Cge Submitted Its First Epa 8700-12 Notification And Used Oil Registration Form To The Department To Begin Operating As A Used Oil Transporter. Cge Is Currently Registered As A Used Oil Transporter; This Registration Will Expire On June 30, 2020. The Facility Also Has A Current Certificate Of Liability Insurance Of $1,000,000, Including Pollution Liability, Which Is Set To Expire On December 6, 2019. Cge Employs Around Three Individuals (Two Of Which Are Trained And Licensed Drivers) And They Work About 8 Hours Each Day From Monday Through Friday; However, Work Days And Hours May Fluctuate Depending On Demand. One Used Oil Vac Truck Was Observed On-Site And Can Hold Up To 3,000 Gallons Of Used Oil. Mr. Propst Stated That A Second Used Oil Vac Truck With The Same 3,000-Gallon Capacity Is Currently In The Making. He Also Stated That Nothing Comes In Loaded At This Location; Hence, The Driver Goes Directly To A Destination Facility Permitted To Receive And Process Used Oil After The Used Oil Is Picked Up From A Used Oil Generator. The Drivers Are Trained To Perform Halogen Testing Using Sniffers Before Pumping The Used Oil; Any Used Oil Container Or Tank That Does Not Pass This Test Is Rejected By Cge. Used Oil And Used Oil Filters Are Transported To Raider Environmental Services. Oily Water Is Transported To Aqua-Clean. At The Time Of The Inspection, One 55-Gallon Used Oil Drum And One 55-Gallon Used Oil Filter Drum Were Observed Inside The Building And Were Being Properly Managed. Used Oil, Used Oil Filter, And Oily Water Shipment Records Were Reviewed From 2018 Through The Date Of This Inspection, And Were Current And Maintained On-Site. The Most Recent Shipment Of Used Oil Occurred On 10/29/19 When Cge Transported 787 Gallons Of Used Oil To Raider Environmental Services. The Department Verbally Discussed Record Keeping Requirements For Used Oil Transporters With The Facility Representatives.
12/14/2023 Site Inspection Routine; Hazardous Waste Transporter - Routine; Used Oil Transporter - Routine; Universal Waste Transporter Common Ground Environmental Incorporated ("Cge") Was Inspected By The Florida Department Of Environmental Protection ("Department") On December 14, 2023 To Determine The Facility'S Compliance With State And Federal Used Oil Rules And Hazardous Waste Regulations. The Facility Was First Inspected On November 1, 2019 As A Used Oil Transporter. Since Then, The Facility Re-Notified On March 29, 2023 As A Hazardous Waste Transporter, And This Registration Will Expire On June 30, 2024. Cge Also Re-Notified As The Following; Non-Handler Of Hazardous Waste, Sqh Of Universal Waste - Batteries, Universal Waste - Pesticides, Universal Waste - Lamps, Universal Waste - Devices, And As A Hazardous Waste Pharmaceutical -Reverse Distributor. Department Staff Were Accompanied By Michael Propst, President, During The Inspection. | Cge Began Operating At This Location In 2003 As A Consulting Company For Environmental Remediation And Waste Management. This Location Consists Of One 3,000-Sq.Ft. Single Building With Offices And Storage/Inventory. The Building Has Both Led Lighting And Florescent Light, Though Florescent Lighting Is Only Located Within The Offices Of The Building. The Facility'S' Water Supply Is Through A Well Located Onsite And Cge Has A Septic Tank For Sewer. Hours Of Normal Operation Are Monday Through Friday, 7am - 4pm. The Facility Also Has A Certificate Of Liability Insurance Of $1,000,000, Including Pollution Liability, Which Expired On December 6, 2023. However, Department Staff Observed The New Certificate Of Liability Insurance Onsite Which Expires On December 6, 2024. Cge Employs Around Six Individuals (Four Of Which Are Trained And Licensed Drivers) And They Work About 8 Hours Each Day From Monday Through Friday; However, Work Days And Hours May Fluctuate Depending On Demand. There Is One Propane Powered Forklift At The Facility. Mr. Propst Stated That Fleet Vehicles Do Not Arrive Carrying Loads From Customers At This Location. Loads Picked Up From Customers Typically Consist Of Used Oil Or Oily Water. The Driver Of The Load From A Customer Goes Directly To A Destination Facility Permitted To Receive And Process Used Oil And Oily Water. The Drivers Are Trained To Perform Halogen Testing Using Sniffers Before Receiving The Used Oil; Any Used Oil Container Or Tank That Does Not Pass This Test Is Rejected By Cge. Cge Does Not Accept Burner Oil In Their Process, Only Recyclable Used Oil And Oily Water. Depending On Time Of Day And Description Of Used Oil/ Oily Water The Driver Either Bring It To Aqua Clean Environmental (Epa Id# Flr000034033) Or Raider Environmental Services (Epa Id# Flr000176271). At The Time Of The Inspection, Two 55-Gallon Drums Of Used Oil Were Observed Inside The Building And Were Being Properly Managed. Managed. The Drums Were Labeled With The Words "Used Oil" And Were Within Secondary Containment. At The Time Of Inspection, Cge Was Not Accepting Or Transporting Any Hazardous Waste Because The Vehicle Designated For The Transportation Of Hazardous Waste Is In The Process Of Being Built. Currently, Cge Is Using Freehold Cartage, Inc. (Epa Id# Njd054126164) To Haul Any Hazardous Waste That Cge Encounters During Its Operation. Fleet • 1x 20 Cubic Yard Roll Off Container With Truck • 1x Vacuum Truck - 3,000 Gallons. • 1x Used Oil Recovery Truck, 900 Gallon Capacity In The Front Of The Truck With 2,900 Gallons Capacity In The Back Of The Truck. • 1x Response Trailer • 3x Pick-Up Trucks • 1x Hazardous Waste Truck (Not Fully Built) Records • Used Oil And Oily Water Shipment Records For The Past 3 Years Were Reviewed Onsite. The Following Company'S Are The Designated Facilities -Aqua Clean Environmental Company Llc (Epa Id# Flr000034033) -Raider Environmental Services Of Florida Inc (Epa Id # Flr000176271). • Batteries And Used Tire Receipts Were Received Post Inspection And Appeared Complete. • No Lighting Has Been Replaced At The Facility In The Past Three Years So There Are No Light Rece
