Routine; Used Oil Transporter On July 16, 2020, John White, Florida Department Of Environmental Protection (Fdep), Inspected Coastal Oil Recovery, Llc, For Compliance With State And Federal Used Oil Regulations. The Facility Was Represented By The Owner, James Moss. This Was A Routine Compliance Evaluation Inspection Of The Facility For Its Activities As A Used Oil Transporter.
Coastal Oil Recovery Has Been Located At 1322 E. University Blvd, Melbourne, Since April 2019. The Facility Received Epa Identification Number Flr000231506 On April 19, 2019. The Facility'S Former Location At 4040 Old Dixie Highway, Unit 5, Grant, Florida Was Closed In June 2019. Coastal Oil Recovery Operates Two Trucks, Has One Employee And Operates Monday Through Friday 8:00 Am To 6:00 Pm.
Inspection History:
Coastal Oil Recovery Was Last Inspected On April 16, 2019, And Was In Compliance At That Time. | The Facility Operates Out Of A Single Building That Serves As Office And Warehouse Space. Four 55-Gallon Drums Of Used Oil Filters Were Stored In The Warehouse. The Drums Were In Good Condition And Were Properly Managed. Used Oil Filters Are Stored On-Site For Less Than 30 Days.
Mr. Moss Utilizes One Tanker Truck That Contains 2 Compartments Which Are Designated To Store Used Oil And Antifreeze Separately. Used Oil Is Emptied Every 24 To 48 Hours From The Tanker Truck, And Delivered To Vertex Industries In Alabama. Used Oil Filters Are Shipped To Emc In Miami, Florida, For Recycling. Mr. Moss Utilizes A Tif Xp-1a Sniffer For Halogen Testing Prior To Any Acceptance Of Used Oil. The Sniffer Is Checked Once A Week To Ensure That It Is Properly Working To Identify The Presence Of Halogens In Used Oil.
The Facility'S Used Oil And Used Oil Filter Transporter Registrations Are Current Through June 30, 2021. | Coastal Oil Recovery, Llc Was Inspected As A Registered Used Oil Transporter And Was In Compliance At The Time Of This Inspection. |

Routine; Used Oil Transporter On September 30, 2024, Michael Eckoff, Florida Department Of Environmental Protection (Fdep Or Department), Inspected Coastal Oil Recovery, Llc (Cor Or Facility) For Compliance With State And Federal Used Oil Transporter Regulations. No One Was At The Facility When The Inspector Arrived. The Facility Received Epa Identification Number Flr000231506 On April 19, 2019. The Facility Is Currently Registered As A Used Oil Transporter And Used Oil Filter Transporter, Transfer Facility, And Processor (Expires June 30, 2025). | Coastal Oil Recovery, Llc Was Inspected As A Used Oil Transporter And No Potential Violations Were Noted At That Time. | The Inspector Called James Moss To Gain Access To The Facility. While Waiting For A Call Back From Mr. Moss An Inspection Of The Accessible Portions Of The Site Was Conducted. Two Tanker Trailers And A Pump Truck Were Parked Outside The Building. No Releases Were Noted From The Trailers Or Truck.
Mr. Moss Called The Inspector Back And Described The Operations At The Site. Mr. Moss Mentioned That He Was Experiencing Some Health Issues And Could Not Meet The Inspector On-Site. Used Oil Was Being Stored In The Tanker Trailer Outside And Was Ready For Shipment To Howco Environmental In Astor, Florida. The Trailer Was Supposed To Go To Howco Last Week But His Health Issues Delayed That Shipment. The Other Tanker Trailer Was Empty And The Pump Truck Had Engine Issues And Contained Used Antifreeze. Forty-Eight To Fifty 55-Gallon Drums Of Used Oil Filters Were Stored Inside The Building That Will Be Shipped To Emc. Used Oil Is Screened For Halogens Using A Tif Xp-1a Sniffer That Is Checked Every Couple Weeks To Ensure That It Is Properly Working.
The Inspector Requested A Photograph Of The Used Oil Filters Stored Inside The Building And Two Weeks Of Used Oil And Two Months Of Used Oil Filters Disposal Records Be Submitted. On October 3, 2024 Mr. Moss Provided The Requested Information. Used Oil Was Shipped To Howco Environmental Services On September 11, 2024 And September 18, 2024. Used Oil Filters Were Shipped To Emc Oil In Miami, Florida On July 15, 2024, August 6, 2024, And August 23, 2024.
Note: It Appears The Facility Is Storing Used Oil For Greater Than 24 Hours And May Need To Register As A Used Oil Transfer Facility. |
