Routine; Hazardous Waste Transporter - Routine; Used Oil Transporter - Routine; Universal Waste Transporter Hull’S Environmental Services, Inc. (Hull’S), Was Inspected On April 4, 2025, By The Florida Department Of Environmental Protection (Department) To Determine The Facility'S Compliance With State And Federal Hazardous Waste, Used Oil, And Universal Waste Transporter Regulations. The Facility Initially Notified As A Transporter Of Universal Waste Lamps And Devices, Used Oil, Used Oil Filters, And Hazardous Waste In February And March Of 2023.
The Facility Most Recently Notified The Department In March Of 2025 As Part Of Their Annual Transporter Renewal Process. The Department Has Not Conducted Previous Hazardous Waste Inspections Of This Facility. Department Inspectors Were Accompanied During This Inspection By Jason Malluck, Assistant Manager, For The Duration Of The Inspection.

• 3/6/25: Renewed Registration As A Hazardous Waste Transporter | Hull’S Specializes In Emergency Spill Response, Site Remediation, Field And Industrial Services, Hazardous And Nonhazardous Waste Management. While This Company Is Based Out Of Oklahoma, In Florida They Have Branches In Jacksonville, Tampa, Auburndale, Panama City, And St. Petersburg. The St. Petersburg Office Is A Rental Building That Is Shared With Another Business Tenant. Hulls Occupies The Northern Section Of The Split Building Occupying 8500 Square Feet Of The Building And Outdoor Staging Area Of 0.7 Acres.
Hull’S Has Been Operating At This Address Since 2022 And Employs 10 People. The St. Petersburg Branch Operates From 7:30 Am – 4:30 Pm Monday-Friday And Some Weekends, But Only For Spills And Large Planned Projects. The Facility Currently Uses Both Fluorescent And Led Bulbs For Lighting, Led In The Office Space And Fluorescent In The Warehouse. The Facility Is Connected To The City Of St. Petersburg Utilities For Water And Sewer. The Facility Fleet At The Time Of Inspection Is As Followed;
• One Roll-Off Truck.
• Two Vacuum Trucks.
• Two Tanker Trucks Designated Only For Waste Water.
• One Emergency Response Trailer.
• One Dry Trailer, Used To House Supplies.
• Seven Empty Roll-Off Containers.
• One Vacuum Box.
This Branch Maintains Office Space And Keeps Its Fleet On-Site In A Gated And Locked Parking Lot To The West Of The Building. Everything Hull’S Transports Is Taken Directly To A Processing/Recycling Facility Or Designated Facility For Hazardous Waste. Hazardous Waste Is Almost Never Brought Back To The Site And Transported Immediately To The Processing Facility. Only In Rare Situations Is Hazardous Waste Brought Back To The Site But No More Than 12 Hours (Overnight).
Warehouse:
Located Behind The Offices, The Facility Stores Products And Supplies Needed To Response To Spills, There Is Also A Loading Bay For Vehicles To Back Up Too. At The Time Of Inspection, Department Staff Observed Two 55-Gallon Drums Of Oily Water And Oily Rags & Debris Inside Near The Loading Bay Awaiting Transportation. The Drums Was Correctly Labeled And Dated March 19, 2025.
