Routine; Used Oil Transporter On 10/23/2023 Kaitlyn Taylor With The Florida Department Of Environmental Protection (Dep) Conducted A Routine Compliance Evaluation Inspection (Cei) For Signaturemarineflorida Llc (Hereinafter Sm Or Facility), Located At 13635 86th Rd N, West Palm Beach 33412. Sm Was Inspected To Determine The Facility’S Compliance With The State And Federal Hazardous Waste And State Used Oil Regulations Described In Title 40, Code Of Federal Regulations (Cfr) Parts 260- 268, And 279, Adopted And Incorporated By Reference In Rule 62-730 And 62-710 Florida Administrative Code (F.A.C.).
The Facility Is Located At The Residence Of Steven Posey, President/Ceo. The Facility Consists Of One Warehouse To Store The Empty Vacuum Truck When Not In Use And Records Are Kept Online, Therefore The Inspector Did Not Go Onsite And The Inspection Was Conducted Over The Phone. While On The Phone With Mr. Posey, The Inspector Presented Their Credentials And Explained The Purpose Of The Inspection.
The Sm Warehouse Occupies 2,500 Square Feet. Sm Has Been Operating At Its Current Location Since August 2023, Currently Employs 5 Staff, And Operates 8am-3pm Monday-Friday.

Sm Registered With The Department As A Used Oil Transporter On 07/27/2023 And Was Assigned The Epaid Flr000261305.
Inspection History:
The Facility Has Never Been Inspected By The Department.
| Sm Performs Tank Cleanings On Boats At Various Marinas On An As Needed Basis. The Facility Only Has One Vacuum Truck And Delivers The Oily Water From Cleanouts Directly To World Petroleum (Fld980709075) On The Same Day Of Service. Sm Does Not Store Any Oily Water/Used Oil.
Mr. Posey Informed Inspectors That A Spill Kit Is Maintained On The Truck At All Times And A Second One Is On Site During Cleanouts.
Record Review:
• Acceptance And Delivery Records Were Available For Review [40 Cfr 279.46]. Sm Does Not Conduct Halogen Tests Since They Only Transport Oily Water [40 Cfr 279.44].
O The Most Recent Manifest Was For The Acceptance Of 900 Gallons Of Oily Water On 10/15/2023 That Was Delivered To World Petroleum (Fld980709075) As “Non-Hazardous Liquid”.
• The Facility Could Demonstrate Liability Insurance [62-710.600(2)(E) F.A.C.].
• The Facility Does Not Provide An Acceptable Training Program To Employees That Handle Used Oil (62-710.600(2)(B) F.A.C.). Compliance Assistance Was Provided In The Exit Interview To Use A Department Approved Training Program For Initial And Annual Training For All Employees That Handle, And Transport Used Oil.
• The Facility Has Not Submitted An Annual Report For Used Oil Since They Just Began Operations Two Months Ago [62-710.510(5), Fac].

On 10/26/2023 The Facility Submitted Training Certificates And Have Since Returned To Compliance.
