11/18/2024 Site Inspection Routine; Used Oil Transporter Premier Fleet Repair. (Premier), Was Inspected By The Florida Department Of Environmental Protection (Department) On November 13, 2024, To Determine The Facility'S Compliance With State And Federal Hazardous Waste Regulations Governing Used Oil Transporters (Uots). The Facility Originally Notified As A Uot On March 18, 2024. This Was The Department'S First Inspection Of The Facility. Department Inspectors Were Assisted By The Two Co-Owners Alec And Timothy Diiorio, For The Duration Of The Inspection. • The Current Uot Registration Expires On June 30, 2025. | Premier Is A Mobile Repair Company That Travels Around Multiple Counties And Conducts Roadside And On-Site Vehicle Maintenance. Premier Primarily Changes Vehicle Oil Of Fleet Vehicles For Companies Such As Cintas. The Entirety Of Premier’S Company Is Self-Contained On One Fleet Vehicle That They Drive To Each Job Site. The Fleet Vehicle Stores All Used Oil And Used Oil Filters That Are Generated From Their Maintenance Work For Customers. Premier Has No Other Facility Or Buildings Under The Control Of Their Business Because The Business Is Run From A Single-Family Residence. Used Oil Is Hauled Via Their Single Fleet Truck Which Is Equipped With A Single 165-Gallon Tank With Three 55-Gallon Separated Internal Sections. On The Truck There Is One Ten-Gallon Container That Is Used For Storing All Used Oil Filters. Premier Has Three Spill Kits In Various Locations On Their Truck As Well As A Contingency Plan Within The Cab Including All Information For Potential Spills. The Plan Includes Steps To Cleaning As Well As All Appropriate Phone Numbers For Each County And Agency If A Spill Were To Occur. Premier Hauls Used Oil From Each Day Of Jobs To A Mcmullen Location To Dispose Of All Used Oil On The Truck. All Used Oil Filters Are Disposed Of At Heritage Crystal Kleen, Inc. Locations. No Used Oil Is Held For Longer Than 24 Hours, And No Used Oil Filters Are Held For More Than 10 Days. Premier Does Minor Repairs On Vehicles Such As Battery Changes And Minor Spot Painting. When A Battery Is Changed In A Vehicle, Premier Will Call Their Used Battery Transporter, South Port, For Battery Pick Up. South Port Will Pick Up The Used Batteries From The Current Premier Job Site And Will Take The Used Battery For Core Credit.. For Minor Spot Painting Premier Uses Aerosol Cans Of Paint Until Rcra Empty And Then Manages The Cans As A Universal Waste At Local Waste Disposal Sites In Their County. Fleet Vehicle Premier Has A Single Backup Generator On Their Truck That Has A 15-Gallon Gas Tank In It, A Single Stick Welder On The Truck That Is Rarely Used On Sites For Minor Repair, A Single 15-Gallon Air Compressor With A 3-Gallon Gas Tank On It. The Truck Has One Double Walled 165-Gallon Tank With Three 55-Gallon Separated Internal Sections., And One 10-Gallon Tank For Used Oil Filters. All Containers Of Used Oil And Used Oil Filters Within The Fleet Vehicle Were Properly Labeled And Within Secondary Containment At The Time Of The Inspection. Administrative Office Since Premier Is A Mobile Company, The Address On File Is The Administrative Office Where All The Records Are Stored Digitally On A Computer. Records Review At The Time Of Inspection, Premier Was Notified As A Used Oil Transporter, And They Were Inspected As Such. Premier Became A Registered Facility On March 18, 2024; Therefore, The Department Conducted A Review Of All Available Documentation Generated Since Premier Began Operation In March 2024. • Used Oil Delivery Records: Records Were Reviewed And Appeared To Be Complete. The Most Recent Shipment Of Used Oil Was On November 11, 2024, For 50 Gallons Of Used Oil. This Shipment Was Transported By Premier Fleet Repair. (Epa Id No. Flr000243337) And Its Final Destination Is, Safety Kleen Systems, Inc. (Epa Id No. Fld980847271). • Used Oil Filter Acceptance Records: Records Were Reviewed And Appeared To Be Complete. The Most Recent Acceptance Of Used Oil
